Nostalgia and the invasion of Ukraine

When North Korea is economically rebuilt and the two Koreas cooperate, it is an accurate judgment that the Korean Peninsula will stand at the center of world history overcoming historically unfortunate times. If you look at South Korea, you can know North Korea. Except for the remnants of ideology, North Korea has homogeneity with South Korea. I lived with the issue of ideology and unification. This is because there was confidence in the result. However, there were people in other countries who thought the same as me.

 

I was familiar with both Russia and Ukraine. It was a neighboring country where they often visited my Google blog and shared my thoughts. We were all predicting a strong future for our country. Russia would have had Nostalgia for the former Soviet Union that integrated Ukraine. In Ukraine, developed South Korea would have been the ideal type and North Korea would have been the guideline to be rebuilt. I used to put these countries into my thoughts while reading economics books or geography books.

A long time ago, there was a time when I was immersed in the problems of the Korean president and intelligence agency, which were lacking a lot. At that time, I visited my blog in units of 21 people in Russia. The founding date of the Russian intelligence agency KGB and the North Korean intelligence agency Reconnaissance General Bureau was related to the 21, so I once noticed its symbolism. Then I even recommended them to focus on practicality rather than symbolism. In a one-man ruling country, ideology or symbolism is easy to dominate the national consciousness, but I don't think it's a good thing.

 

Eventually, Russian President Putin invaded Ukraine. In my view, I am not expected to see any good results. However, it would not have been the only idea of President Putin to invade Ukraine. Older people who think of the glory of the former Soviet Union support President Putin, serving as the political foundation for President Putin. Moreover, the aging phenomenon in Russia is serious. It would have been not only China and Japan but also the elderly in Russia who wanted to use Nostalgia as an energy of life in the huge days.

 

If the elderly dream of a bright future and think reasonably, there is nothing better than that. This is because wisdom and youth are together. Unfortunately, however, the elderly misunderstand that their condition was good in their youth as the atmosphere of the times was good. No matter what tragedy there was, Nostalgia in his youth makes him want to go back to those days. President Putin must quickly grasp the reality of the people who support him. And President Putin should do practical politics. Sometimes I felt it while working in a workplace with many young people and sometimes in a workplace with many elderly people, and I think a good leader is not a leader who brings the country back to the past, but a leader who makes the elderly live young.

 

For the young president of Ukraine, this incident was both an ordeal and a good lesson. I hope North Korean President Kim Jong-un will protect his sovereignty. This is because North Korea also wants to not go through the same ordeal as Ukraine. The elderly are more aggressive than the young. It's because of nostalgia.

북한이 경제적으로 재건이 되고 남북한이 협력하는 시대가 오면 한반도는 역사적으로 불운한 시대를 딛고 세계사의 중심에 설 것이라는 예상은 정확한 판단이다. 한국을 보면 북한을 알 수 있다. 이념의 잔재를 제외하면 북한은 한국과 동질성을 가지고 있기 때문이다. 나는 이념과 통일에 관한 문제와 함께 살아갔다. 그 결과에 대한 확신이 있었기 때문이다. 그런데 다른 나라에서 나와 같은 생각을 하는 이들이 있었다.

 

러시아와 우크라이나는 모두 나와 친근한 국가였다. 내 구글 블러그를 자주 방문하여 생각을 나누는 이웃 국가였다. 우리는 모두 강력한 자국의 미래를 예상하고 있었다. 러시아는 우크라이나를 통합한 옛 소련에 대한 nostalgia가 있었을 것이다. 우크라이나는 발전된 한국이 이상형이었을 것이고 재건될 북한이 지침이었을 것이다. 나는 경제학 책이나 지리 관련 서적을 읽으면서 이들 국가를 함께 나의 생각 속에 넣어보곤 했다.

오래전 부족함이 많았던 한국의 대통령과 정보기관 문제에 몰입을 하고 있을 때, 러시아에서 21명 단위로 내 블러그를 방문한 적이 있었다. 러시아의 정보기관인 KGB와 북한의 정보기관인 정찰총국의 창건일이 21일과 관련이 있어서 그 상징성을 눈치 챈 적이 있었다. 그리고는 상징성보다 실용성에 집중해보자는 권유를 하기도 했다. 1인 집권국가는 이념이나 상징성이 국가의식을 지배하기가 쉬운데 그리 좋은 일은 아니라고 생각했다.

 

결국 러시아의 푸틴 대통령은 우크라이나를 침공했다. 내 견해로는 어떤 좋은 결과를 보지 못할 것으로 예상된다. 그러나 우크라이나를 침공한 것은 푸틴 대통령만의 생각은 아니었을 것이다. 옛 소련의 영광을 생각하는 노년층이 푸틴 대통령을 지지하면서 푸틴 대통령의 정치적 기반이 되어 주고 있다. 더구나 러시아는 노령화 현상이 심각하다. 거대했던 시절의 nostalgia를 삶의 에너지로 삼고 싶은 것은 중국이나 일본뿐만이 아니고 러시아의 노년층도 마찬가지 였을 것이다.

 

노인분들이 밝은 미래를 꿈꾸며 합리적인 사고를 하면 그보다 좋은 일이 없다. 지혜와 젊음을 함께 갖기 때문이다. 그러나 안타깝게도 노인분들은 그 당시의 젊었던 자신의 상태가 좋았던 것을 그 시절이 좋았던 것이라고 착각한다. 어떤 비극이 있었더라도 젊은 시절의 nostalgia는 그 시절로 돌아가고 싶게 한다. 푸틴 대통령은 자신을 지지하는 민중들의 실체를 빨리 파악해야 한다. 그리고 실용적인 정치를 해야 한다. 때로는 젊은이들이 많은 일터에서, 때로는 노인분 들이 많은 일터에서 일을 하면서 느낀 것인데, 좋은 지도자는 국가를 옛날로 회귀시키는 지도자가 아니고 노인분들을 젊게 살게 하는 지도자라는 생각을 한다.

 

우크라이나의 젊은 대통령에게는 시련이자 좋은 교훈이 된 사건이다. 북한의 김정은 위원장이 자주권을 지키기를 희망하는 마음도 마찬가지다. 젊은이들보다는 노인분들이 호전적이다. nostalgia 때문이다. 

Competition and purpose

If someone is going to do politics, He should first think about what to do for the people. Because that's the only thing that matters as a politician. If competition for the other begins to settle in the thoughts of politicians, time and effort are misused. Korea is primarily aimed at progressive development for survival, but Japan and China are experiencing many negative effects as a result of focusing on conservative competition to bring out a relative superiority over other countries. In this regard, the future of Northeast Asia will change a lot.

 

For economic development, the North Korean government should not be frustrated by the reality that has no foundation compared to other countries, but should start making steady efforts.In other words, the North Korean government should benchmark without comparing. Although ideological relativity is strong due to historical misunderstandings, Korea's Park Chung-hee government's development method could be a good precedent even if benchmarked.

 

Competitiveness is not what it used to be.

The damage streamed from the solution that seemed to flow naturally from the way competitiveness gurus posed the problem. Competition of the everyday type compares what I am doing to what others are doing- whether it is in business, love, or sports. The very word “competition” evokes a win-lose mind-set; what is good for you is bad for me – after all, we are competing. Policymakers, in other words started viewing national problems like a footrace when in fact the problems were more like losing weight. Someone winds a footrace and all the others lose; the outcome depends on relative performance. When it comes to weight loss, all can win and the outcome depends on one’s own effort, not relative performance.

 

Fortunately, lessons have been learned. Nowadays, competitiveness policy is just growth policy in sexy underwear. The emphasis has shifted back to what nations must do themselves to raise living standards. Comparison to other nations is a matter of national benchmarking, not national competition.

경쟁과 목적

누군가 정치를 하겠다면 국민을 위해 해야 할 일을 먼저 생각해야 한다. 정치인으로서 중요한 것은 그 것 뿐이기 때문이다. 생각 속에 타자에 대한 경쟁심이 자리 잡기 시작하면 시간과 노력을 잘못 사용하는 것이다. 승리감과 울분이 교차되는 시간을 보내면서 점차 무능한 인물로 변신하게 될 것이다.

 

국가 간의 경쟁도 마찬가지다. 주로 한국은 생존을 위한 진보적인 발전을 목적으로 하고 있지만 일본이나 중국은 타국에 대한 상대적 우월감을 끌어내기 위한 보수적인 경쟁심에 집중한 결과 많은 부작용을 겪고 있다. 이 점에 있어서 동북아시아의 미래는 많이 바뀔 것이다.

 

북한 정부는 경제개발을 위하여 타국과 비교하여 기반이 없는 현실에 좌절하지 말고 착실한 노력을 시작해야 할 것이다. 비교는 하지 말고 벤치마킹을 해야 할 것이다. 역사적인 오해로 이념적인 상대성이 강하지만 한국의 박정희 정부의 개발방식은 벤치마킹해도 손색이 없는 선례가 될 수 있을 것이다.

 

경쟁력의 개념은 재정립 되어야 한다.

경쟁력의 권위자들은 문제를 제기하는 과정에서 자연스럽게 해결책까지 제시한 것으로 보인다. 하지만 이 해결책으로 인해 사람들은 오히려 피해를 보았다. 사람들은 일상에서 자신의 행동을 다른 사람들의 행동과 비교하면서 비즈니스에서든 사랑에서든 운동에서든 경쟁을 벌인다. “경쟁”이라는 말을 듣는 순간, 누구나 승패의 흑백논리를 떠올린다. 어쨌든 우리는 경쟁하고 있으니, 너에게 좋으면 나에게 나쁘다는 논리이다. 바꿔 말해서, 정책 입안자들은 순위를 가리는 도보경주처럼 국가적 과제를 바라보았다. 도보경주에서는 누군가 이기고 누군가 진다. 즉, 경과가 상대적인 성과에 달려 있다. 그런데 걷는 목적이 살을 빼는데 있다면, 모두가 이길 수 있고, 상대적인 성과가 아니라 자신의 노력이 더 중요해 진다.

 

다행히 교훈을 얻었다. 이제 경쟁력 강화정책은 자국내부의 성장정책이어야 한다. 생활수준을 높이려면 각국이 스스로 무엇을 해야 하는 지로 강조점을 다시 옮겨야 한다. 다른 나라와 비교할 수도 있지만, 그 목적을 벤치마킹에 두어야지 경쟁에 두어서는 안 된다.

옆집에 사는 정치학과 학생이 졸업을 하면서 책장을 버리고 갔다. 나는 책이 많아 항상 책장이 부족하였으므로 내가 가져다 사용했다. 그 책장의 옆면에는 화이트 펜으로 “정치학의 기본이념은 자율” “어디서든 최고가 되자 O H J”라고 써져 있었다. 현대 정치는 자율적 의식과 자율적 행동이 바탕이 된 민주주의 이념을 이상으로 삼고 있음을 알려 주고 있었다.

 

청년기에 이념문제와 결부해 종교문제를 생각하기 위해서 종교인들의 행태를 유심히 관찰 분석했던 시절이 있었다. 원래 의도 했던 것은 아니지만 신자들을 혼미하게 만드는 종교인들의 능력에 반감을 많이 가지고 있던 중이라서 가스라이팅 당하는 척 하다가 “이제 좀 그만해라”라는 묵직한 경고의 한마디로 종결을 짓곤 하였다. 아마 지난 20년 가까운 시간 동안 써 온 글 중의 많은 부분이 그런 문제일 것이다. 이념에 관하여 그런 일을 보았고 한반도는 가장 큰 피해를 입었기 때문이다.

종교인들과 예의 “대립”하게 되면 일반인은 패배한다. 일반인은 생업에 바쁘지만 종교인은 모든 시간과 열정을 투입하여 덤비기 때문이다. 나는 청년기에 그 불공평함이 굉장히 괘씸했다. 그런데 그 종교인들이 매우 자주 정치의 영역에 뛰어든다. 대한민국이 앓고 있는 만성적인 사회문제중의 하나일 것이다. 언젠가 쓴 글이 있지만은 정치와 종교와 사기는 “상상력”이라는 공통부분을 가지고 있다. 그래서 각자의 역할을 명확하게 구분 짓지 않으면 경계가 모호해지는 문제가 있다. 더구나 한국처럼 정당한 근로를 얕보는 사회에서는 능력껏 상상력을 발휘하는 사람들이 많을 수밖에 없는 것이다.

About 20 years ago, I taught economics for college entrance students at a private academy, and I was surprised at the level of exceeding the actual university textbook, "Economic Principle." The legal subjects of test takers who wanted to become police officials also exceeded the level of the previous judicial exam. I think it has developed even more now. I often check books at bookstores, and it was really like that. Perhaps the development of Korea is due to the rapid development of human resources.

If North Korea is not in good conditions in foreign relations, it would be best to grow the domestic industry and develop the economy like Singapore in the early stages of independence. However, the problem is that the ideological burden that has been accumulated for a long time is large. This is because if economic growth begins, the market economy ideology must be accepted. And this is because the people should be able to understand not only technology and knowledge, but also the institutional outline of the state and society, including the economic structure and legal structure.

 

In my opinion, in order for North Korea to maintain the identity of the state and the people and accept the market economy to some extent, it seems that it should be prioritized to make the people understand North Korea's desperate history and desperate geopolitical position. And of course, it won't be something that can change rapidly. Currently, North Korea will want even more strategic weapons such as nuclear weapons and supersonic missiles to maintain its transitional stay.

 

It seems that the Korean people of the old generation, even politicians, often disagree not only with the pace of economic growth but also with the pace of increasing technology and knowledge. This is especially true when talking about ideology. Although institutional devices such as lifelong education are being prepared, it is true that it is a big concern in Korean society.
