일본의 단기적 경제기적 / 폴 크루그먼

60년대와 70년대 일본의 급속한 경제성장, 독일의 '라인강의 기적'. 한국의 '한강의 기적'의 공통점은 무엇일까 전쟁후복구를 위한 수요의 증대가 경제를 활성화시키고, 집권적 정치문화가 그 여세를 몰아 오랫동안 경제를 활성화 시켰다는 사실이다. 일본경제의 성장은 멈추었고, 한국경제의 저변에는 70년대의 경제팽창의 시절을 그리워하는 여론이 이념문제와 엮여서 경제여론에 투입(input)될려는 움직임이 심상치않다. 하지만 후퇴하지 않는 독일경제를 생각하면 서구적 시민사회의 지구력을 인정하지 않을 수가 없다.

There was a certain irony in the timing of the great debate about Japan: the truth was that the heroic age of Japanese economic growth ended just about the time Westerners started to take Japan seriously. In the early 1970s, for reasons that are still somewhat mysterious, growth slowed throughout the advanced world. Japan,which had had the highest growth rate, also experienced the biggest slowdown- frome 9 percent a year in the 1960s to less than 4 percent after 1973.

Although this rate was still faster than that of any other advanced country (half again as fast as that of the United States), at that rate the date of Japan's emergence as the world's leading economy would have to be put off well into the twenty-first century.

Still, Japan's growth performance was, literally, the envy of other nations. Many people argued not only that japan figured out a better way to run its economy but also that its success came at least partly at the expense of naive Western competitors.

한때 일본을 부러워했던 서구사회가 통계적 성장보다는 시민사회의 복리적 성장에 목표를 두고 민주적인 INPUT과 OUTPUT이 교차하는 가운데 장기적인 성장 또는 시민중심의 성장을 이루어온것으로 생각된다. 한국사회는 많은 비율의 근로자를 고용하고 있는 제조업을 중심으로 한 중소기업에 노동정책의 화살이 쏘아지고 있는 것도 문제다. 근본적으로 경제적인 집권세력인 재벌개혁이 없으면 국가경제자체를 살릴 수 없다는 혹독한 결론이 나올 가능성도 있다. 사실 일본경제도 재벌중심의 경제이긴 하지만 국가분위기 자체가 공적인데 편승하여  한국보다 중소기업과의 상생(相生)을 이룬 것으로 생각된다.
