The cow and parliamentary cabinet system.

A farmer was climbing a mountain path in a truck when he saw a precious old lady coming down quickly in a luxury car. The farmer shouted loudly. Cow! Then the lady responded. Pig! And as soon as she turned the corner of the mountain, her car collided with a giant cow.

 

It is a humor I saw in a foreign magazine when I was a student, and it contains ideological misunderstandings and biases.

 

A few years ago, there was an article introducing a Korean haunted house on the Internet. The article introduced Cheong Wa Dae, where the president lives, as a haunted house. It was also true that the fate of Korean presidents was often tragic. This is all due to ideological problems.

 

South Korea's presidential system has a tradition of a new and powerful presidential system after a long military government. Some presidents take advantage of their strong authority to take care of their personal interests, and some presidents were unexpectedly promoted and unintentionally thought of themselves as kings, which broke down. Behind it was the prejudice and exaggeration of the people who sprinted into ideology.

 

It is possible to have an objective view because I have long observed the negative effects of ideological problems, but most people exaggerate and leap the issue by linking it to ideology if the president's policy failure, the people's health is bad, or the people have social discontent. Looking at people at the bottom of society and Internet comments are full of hatred from ideological thinking. The reason why the Korean-style presidential system is intertwined with the unreasonable word of political retaliation, not policy issues, is because the unreasonable word of ideology is based on collective thinking

 

These days, someone has come up with an opinion on reforming the presidential system into a parliamentary cabinet. A strong presidential system was needed in an era when civic awareness was lacking, but it seems that it is time to reform the ruling presidential system into a parliamentary cabinet system in the era when the generation with civic awareness slowly emerges as the mainstream of society. Or it would be better to introduce a two-way government system like Finland. The dual-government system is to operate state affairs under the parliamentary cabinet system in ordinary times, and to operate state affairs under the presidential system in case of an emergency.

 

The reality is that behind the confrontation between progressives and conservatives, there is a struggle for royal rights, and ideology was becoming a means of struggle for royal power.

암소와 의원내각제

어떤 농부가 트럭을 타고 산길을 오르다가 귀부인이 고급승용차를 타고 빠르게 내려오는 것을 보았다. 농부는 큰소리로 외쳤다. 암소! 그러자 귀부인도 맞받아쳤다. 돼지! 그리고 잠시 후에 산모퉁이를 돌자마자 귀부인의 승용차는 거대한 암소와 충돌했다.

 

학창시절 외국잡지에서 본 유머인데, 이념적 오해와 편견이 담겨 있다.

 

몇 년 전에 인터넷에 한국의 흉가를 소개하는 글이 있었는데, 대통령이 거주하는 청와대를 흉가라고 소개하였다. 그도 그럴 것이 한국 대통령들의 운명은 비극적인 경우가 많았다. 이것은 모두 이념 탓이다.

 

한국의 대통령제는 오랜 군사정부를 거치면서 강력한 권한을 가진 신(/New) 대통령제의 전통을 가지고 있다. 어떤 대통령은 강력한 권한을 이용해서 개인의 이익을 챙기기도 하고 어떤 대통령은 얼떨결에 추대되어 의도하지 않게 자신을 왕으로 생각하다가 파탄이 나기도 하였다. 그 이면에는 이념으로 비약된 국민들의 편견과 과장이 바탕이 되어 있었다.

 

오랫동안 이념문제의 부작용을 관찰하는 내 입장에서는 객관적인 관점을 가지는 것이 가능하지만 대다수의 국민들은 대통령의 정책실패, 국민 개개인의 건강상태, 사회적 불만 등의 문제를 이념과 결부시켜 과장하고 비약시킨다. 사회의 저변에서 사람들을 살펴보고, 인터넷 댓글 등을 보면 이념적 사고에서 비롯된 증오심이 가득하다. 한국형 대통령제가 정책문제가 아닌 정치보복이란 비합리적인 단어와 엮이는 이유는 이념이라는 비합리적인 단어가 집단사고의 바탕에 깔려 있기 때문이다.

 

요즘 누군가가 의원내각제 개혁에 관한 의견을 내놓았다. 시민의식이 부족했던 시대에는 강력한 대통령제가 필요 했지만 서서히 시민의식을 갖춘 세대가 사회의 주류로 떠오르는 시대를 맞아 집권적 대통령제를 의원내각제로 개혁해야 할 때가 된 것 같다. 아니면 핀란드처럼 평시에는 의원내각제로 국정을 운영하다가 국가 비상시에는 집권적인 대통령이 국정을 운영하는 이원집정부제를 도입하는 방법도 좋을 것이다.

 

진보와 보수가 대립하는 이면에는 왕권투쟁이 있고, 이념은 왕권투쟁의 수단이 되고 있던 것이 현실이다.

South Korea and North Korea’s domestic market and manufacturing industry

Nowadays, the 52-hour workweek system has been legislated in Korea. However, 10 years ago, when I made a full-fledged job tour in the manufacturing sector, it was awkward to say that Korea had a per capita income of $30,000. At that time, I used to look around the National Assembly building and the stock market in Yeouid, Seoul, for various reasons. In the meantime, I was wondering if there would be a future for Korea by treating the real economy (including manufacturing, small business, transportation, etc.).

 

The point is that, however deftly you may pool, structure and derive your financial products. it is in the end the same subprime mortgage borrower in Florida, the same small company in Nagoya and the same guy who borrowed money to buy his car in Nantes who have to pay back the loans that underlie all does new financial products. And by creating all sorts of financial products that link different bits of the system, you actually increase the intensity with which the failure by these people to repay their loans affects the system.

This is the opinion of Professor Jang Ha-joon of Cambridge University that the Financial economy, which has become too bloated and complex compared to real economy, is causing confusion in the recession. Tat’s true. In the language of the common people, it is an economy in which a number of non-producers nibble on the produce produced by a small number of producers. Considering the fact that Korea’s exports are doing well to prop up its economy despite the corona crisis, it proves that a strong real economy is the foundation of a strong nation.

 

 On the other hand, North Korea, which is geographically and politically isolated, is expected to make some breakthroughs if it uses the domestic market, which is neither big nor small, as the basis for economic development. And this will create political stability and position.

Was this policy a success? Presumably that depends on one’s objectives. What seems clear is that the policy did more than create a hothouse industrial sector that would die off as soon as it was exposed to the winds of international competition. Canada now is strong enough industrially to accept free trade with the United States without fearing that it will be peripheralized.

Of course, the two Koreas should view economic issues as economic issues and not interpret them as ideological issues using short-term and individual desires. Both Koreas should recognize this.

한국과 북한의 내수시장과 제조업

지금 한국에서는 주 52시간 근무제등이 법률로서 강제되기 시작했지만 10년 전에 본격적인 제조업부문으로 직업여행을 시작할 때만 해도 한국이 국민소득 3만 달러 정도 되는 국가라는 점이 의아했다. 정기적으로 여러 가지 구실로 여의도에 들려 국회의사당과 증권가를 들려보곤 했는데, 이런 식으로 실물 경제(제조업과 소상공인, 운수업 등을 포함한)를 천대해서 과연 한국의 미래가 있을까 하는 의구심이 들었다.

 

중요한 것은 아무리 교묘하게 상품을 묶고 구조화하고 파생상품을 디자인해도 결국은 플로리다에 사는 서브프라임 주택 담보 대출자나 나고야의 중소기업, 자동차를 사려고 대출받은 낭트의 젊은이가 돈을 갚아야 한다는 전제가 이 모든 새로운 금융상품의 근저에 깔려 있다는 사실이다. 그리고 시스템 안의 서로 다른 부분을 긴밀하게 연결한 금융 상품이 만들어지면서 최초로 돈을 빌린 사람이나 중소기업이 돈을 갚지 못한 데 따른 부작용이 시스템 전체로 훨씬 격렬하게 확산되는 결과를 낳았다.

실물경제에 비해서 지나치게 비대해지고 복잡해진 금융경제가 불황의 혼란을 일으킨다는 캠브리지 대학교 장하준 교수의 의견인데 사실 그렇다. 좀 알기 쉽게 서민의 언어로 표현하면 소수의 사람들이 일을 해서 생산하면 다수의 사람들은 그렇게 생산된 소량의 생산물을 뜯어먹고 사는 결과가 되어 버린 것이다. 한국이 코로나 사태에도 불구하고 수출이 선방하여 경제를 지탱하고 있는 점만 봐도 튼튼한 실물 경제는 튼튼한 국가기반이라는 사실을 입증한다.

 

반면에 지리적이고 정치적인 문제로 계속 고립된 북한은 크지 않은(그렇지만 작지도 않은) 내수시장이라도 경제발전의 기반으로 삼으면 어느 정도의 돌파구가 열릴 것으로 기대하는데, 이 점에 있어서는 경제 발전이 정치적 안정과 입지를 가져다 줄 수 있다는 생각이다.

 

캐나다에는 제조업이 거의 없었고 어떤 제조업이라도 번성할 전망이 거의 없었다. 농업 확대는 미국에서와 거의 마찬가지로 평원을 향해 서쪽으로 진행되고 있었으나, 미국에서처럼 제조업을 유치하고 그를 통해 서부를 도시화하지 못하고 있었다.

물론 그 대신 나타난 것은 미국 경제로부터 연결을 끊는 의도적 정책이었다. 1878년 캐나다는 두 가지 중요한 요소로 구성된 소위 국가정책(National Policy)을 도입 하였다.

 

하나는 캐나다 농업 부문을 이미 자리를 잡은 미국 공급자들보다는 국내 생산자들에게로 전환하도록 실효적으로 강제하는 관세장벽이었고, 다른 하나는 북미 대륙의 산맥이 이어진 방향이자 당시 경제적 교류가 활발했던 미국과 캐나다를 연결하는 자연스러운 남북 방향과 반대로 캐나다의 제조업 발전이 가능한 동부 지역과 농업 지역인 서부를 연결하여 국내 수송비 하락을 가능하게 하고, 이를 통하여 캐나다 동부의 공산품이 수요처인 서부에 저렴하게 공급되도록 함으로써 캐나다 공산품의 수요 시장 확보, 경쟁력 강화 및 수입 대체에 기여하는 역할을 하도록 동서 교통을 실효적으로 보조하는 국가철도였다.

그러나 그것이 의미하는 바는, 캐나다의 수입 대체가 타국의 유사한 정책들이 할 수 없는 것을 할 수 있었다는 점이다. 캐나다의 정책들은 내수시장을 보호함으로써 그것을 또한 확대할 수 있었다. 캐나다 농부는 캐나다인들로부터 공산품을 구매해해야 되었기 때문에 그렇지 않았다면 캐나다에 살았을 캐나다인들보다 더 많은 캐나다인들이 있게 되었고 따라서 보다 큰 캐나다 시장이 존재하게 되었다.

이 정책은 성공적이었나? 아마도 그것은 자체 목표들에 따라 다르다. 명백하게 보이는 것은 이 정책이 국가경쟁의 바람에 노출되자마자 죽어 버리게 되는 온실산업 부문을 창출하는 것 이상을 했다는 점이다. 캐나다는 이제 주변부가 될 것이라는 우려 없이 미국과 자유무역을 받아들일 만큼 산업적으로 충분히 강하다.

물론 경제문제를 경제문제로 보지 못하고 단기적이거나 개인적인 욕망들과 관련해서 이념문제로 해석한다면 개선의 여지가 없을 것이라는 점은 남북한이 모두 인식을 해야 할 것 같다.

Singapore and North Korea(2) / Institutionalization

In Korea, which experienced the Choseon Dynasty and Japanese rule, civic consciousness did not grow easily. In a broad sense, the birth of the Park Chung-hee military government and the pro-democracy movement against it were inevitable.

 

When I was young, Korean society was not completely institutionalized yet. At that time, the Park Chung-hee administration played the song of the Saemaul Undong(a campaign to create a new town) on its speakers every morning to awaken the people’s consciousness. I can’t forget those days. And soon after, the nation was shaken by the fatigue of long-term rule and the aging of its leader. And I can’t forget that the pro-democracy movement took place to correct the situation.

 

Singapore’s Prime Minister Lee Kuan Yew has long-term power, and has grown people’s citizenship through a system called strong legislation. Prime Minister Lee Kuan Yew did not let authority arise from force and personal charisma like President Park Chung-hee did. As British lawyer, he left the role to the system (especially the law), and he pursued the public interest thoroughly. Therefore, Singapore’s law is strong.

 

I saw and learned more than any other university during the three and a half years of Japanese occupation of Singapore. At that time I still didn’t understand Mao Zedong saying that power comes from the gun. However, experiencing the brutality and force of the Japanese army, I witnessed for sure what determined the superior and the servant, what made them obey and even more loyal.

The final stage of colonization is to allow locals to accept the ethnic superiority and domination of the Japanese as a natural course of nature. If Japan had time to spare, it would have succeeded.

However, there were exceptions. Koreans have not stopped resisting since Japan began to rule. Japan tried to destroy Korean customs, culture, and language, but Koreans protested against barbaric oppressors with firm determination. Japan has killed countless Koreans, but has never defeated their souls.

 

However, it was rare for Koreans. Taiwan, which had been ruled by China, Portugal, the Netherlands and Japan in turn, did not resist them much. And if Japan continued to dominate Singapore and Malaya, they would probably have succeeded in colonizing it as they did in Taiwan in 50 years.

This is especially true given the fact that the vestiges of authority, including the prosecution, last for quite a long time in Korea.

 

Chairman Kim Jung-un the new generation, may have the advantage of not learning the ‘bad things’ of the old generation. If North Korea reforms, I think the Singapore model is the best. First of all, the North Korea should focus on reforming the system, including laws(especially commercial laws and tax laws). The reason why the nation continues to be healthy despite the occasional collapse of unreasonable leaders in Korea may be because of the solidly established system.

조선왕조 시대와 일본 통치기를 겪은 한국에서 시민의식은 쉽게 성장하지 않았다. 대국적으로 생각하면 박정희 군사정부의 탄생과 그에 맞선 민주화 운동 세력은 한국 역사에서 필연적이었다는 생각을 한다.

 

나는 어렸을 때 아직 완전히 제도화 되지 못한 한국 사회에서 국민의식을 일깨우기 위해 새벽마다 앞산의 스피커에서 들려오던 새마을 노래를 잊지 못한다. 그리고 얼마 후 장기적인 집권과 권력자의 노화(老化 / aging)로 인한 피로감 때문에 국가가 흔들리고 그것을 교정하기 위해 민주화 운동이 일어난 것도 잊지 못한다.

 

싱가포르의 리콴유 총리는 장기적인 집권을 하며 강력한 법률이란 제도를 통하여 시민의식을 성장 시켰다. 박정희 정부와 다른 점은 권위라는 것이 개인의 카리스마나 무력을 통하여 발생하게 하지 않고 영국 변호사 출신답게 제도(그 중에 특히 법률)에 그 역할을 맡기고 집권자는 철저하게 공리성(共利性 / the public interest)을 추구했다는 것이다. 그 때문에 싱가포르의 법이 강력하다.

 

나는 일본군이 점령한 3년 반 동안 그 어느 대학에서보다 많은 것을 보고 배웠다. 그때 나는 아직 마오쩌뚱의 권력은 총구에서 나온다는 말은 모르고 있었지만, 일본군의 야수성과 무력을 체험하며 과연 무엇이 상전과 하인을 결정짓고 무엇이 사람들을 복종하게 하고 더 나아가 충성하게 만드는지 확실히 목격했다.

식민화의 마지막 단계는 일본인 자신들의 인종적 우월성과 지배권을 현지인들이 자연의 섭리로서 당연한 것으로 받아들이게 하는 것이다. 만약 일본에게 시간적 여유가 있었다면 아마 성공했을 것이다.

그러나 예외의 경우도 있었다. 한국인은 일본이 한국을 통치하기 시작했을 때부터 저항을 멈추지 않았다. 일본은 한국인의 풍습, 문화, 언어를 말살하려 했지만 한국인은 굳은 결의로 야만적인 압제자에게 항거했다. 일본은 수많은 한국인을 죽였지만 그들의 혼은 결코 꺾지 못했다.

 

그러나 한국인과 같은 경우는 흔치 않았다. 중국, 포루투갈, 네덜란드, 일본인에게 차례로 지배당한 바 있는 대만은 이민족 상전들에게 별달리 저항하지 않았다. 또한 만약 일본이 싱가포르와 말라야를 계속 지배했다면 아마 50년 안에 그들은 대만에서 했던 것처럼 식민화에 성공했을 것이다.

생각해보면 청년기부터 일터 등에서 발생하는 권위주의적인 행태들을 보며 눈살을 찌푸렸는데, 한국의 구세대들은 자신도 모르게 군사정권의 모방의식을 간직한 까닭이었다. 그러니까 누구나 그만큼의 왕이 되고 싶었던 것이다. 리콴유 총리가 대단한 이유는 싱가포르 국민에게 제도를 통하여 시민의식을 성장하게 해 주었다는 점이다.

 

북한에 대해서는 갑작스러운 민주화가 기대될 수 있을 것인가 하는 점은 아쉬운 면이 있다. 자존심이 강하고 일본 통치에 대한 저항심을 꽤 오래 간직하고 있지만 내가 한국에서 꽤 오랫동안 느낀 점인데, 강력한 통치에 길들여지는 사람들이 꽤 많을 수 있다는 아쉬운 점이 있다. 그런 국민들은 수직적 권력관계의 관점을 가지기 때문에 두고두고 시민의식의 성장을 방해할 수 있다. 한국에서 검찰등을 비롯한 권위의 잔재가 꽤 오래 간다는 점을 보면 특히 그렇다.

 

신세대인 김정은 위원장은 나쁜 점이 학습되지 않은 이점을 가지고 있을 것으로 생각된다. 북한이 개혁을 한다면 싱가포르 모델이 최적이 아닌가 하는 생각도 든다. 가장 먼저 법률(특히 상법과 세법)을 비롯한 제도적인 개혁에 집중해야 할 것으로 생각된다. 가끔 한국에서 공리적이지 못한 지도자들의 파행에도 불구하고 한국이 흔들리지 않는 이유는 굳건하게 다져진 제도 때문이라고 생각한다.

Singapore and North Korea /Fourth industry

Shortly before the Windows System came out, a relative who was majoring in computer science was learning IT hard using DOS language. I wanted to have a computer while playing Tetris game with my relative’s computer. But I consoled myself that I would be able to enjoy a much better computer life if I waited a little longer. Soon after, the Windows system came out and the Windows system evolved rapidly. At the university, professors who had been talking only about COBOL or FORTRAN for a very long time were attracted to new IT technology.


Developed countries develop new technologies and transfer existing technologies to later countries to prompt the development of the entire human race. There, it was natural that the pace of economic development would be faster than that of advanced countries if undeveloped or developing countries made a little effort. This is why some predict that North Korea, which has many smartphone users compared to its economic level, will be able to succeed if it is immersed in the fourth industry.

  

If there is an agricultural base or a secondary industry base, it may be detrimental to national development. The reason why the development of many underdeveloped countries has stagnated is because agriculture and mining play a minimal role. It is because they do not devote their capabilities to developing human resources, including the knowledge industry. Korea and Singapore have overcome these bad conditions well. The same is true of Japan, but it is different that modernization began early in Japan.

 

Singapore had a prominent leader, Lee Kuan Yew. Prime Minister Lee Kuan Yew seems to have learned strategies to govern Singapore by doing various things to survive under Japanese rule in the past or studying in Britain. Prime Minister Lee Kuan Yew’s ability to get the necessary ideas from many experiences seems outstanding. Intuition seems to come from experience.  

  

At that time, I thought that wealth of a country was simply determined by the size of its territory and natural conditions, such as oil and gas, and the rich soil suitable for agriculture and forestry. But a few years after I came to power, I realized that although Singaporeans lived in Singapore the same way, they had different incomes for different ethnic groups and differences existed within the same ethnic group. I have introduced various policies to eliminate this inequality, but the result has been the same.


In the end, I had to conclude that the innate ability, level of education and training of human individual were the most powerful factors in determining the size of wealth.
