The current president's term has passed a year and there was something I wanted to encourage, but it is thought that his image has been irreversibly damaged by his wife's family's illegal activities. Perhaps a very committed and responsible presidential attitude is needed.

현 대통령의 장모가 부동산에 관한 불법 행위로 유죄 판결을 받는 사건이 발생했다. 3년 전 쯤 대통령 장모의 부동산이 소재한 곳에서 30킬로미터 떨어진 곳을 차를 운전하며 지나가는데 아무개집 장녀가 로스쿨에 합격한다는 걸 축하하는 내용의 플래카드가 붙어 있었다. 아직도 시골의 정서는 판사나 검사가 될 가능성이 충격적인 신분 상승의 서막으로 인식된다는 생각을 하였다. 만약 아무개집 막내가 미국 NASA의 고위 책임자가 되었다고 하면 플래카드가 붙어 있지 않을 것이다. 지역민들이 NASA가 뭔지 모르기 때문이다.

 

서로가 인식할 수 있는 집단 내에서 아니면 관점을 공유할 수 있는 집단 내에서 출세와 신분 상승이라는 공감대가 만들어진다. 한국의 사법시험은 그 역할을 참 오래 했다. 한국은 법을 공부하는 사람도 많고, 많은 시험들이 법률 지식을 요구했다. 한국인들의 교육열이 높은 정도만큼 한국인들은 법률 지식이 많다. 그래서 한국은 윤리적 판단이 법적 판단에 흡수되어 법률적으로 매우 명석하긴 한데 인격적으로는 매우 부족한 사람들도 많이 생긴다. 이는 한국에서 사기로운 사람들이 많이 생기는 이유다.

 

오래전 사설 학원에서 어른들을 위한 부동산 강의와 학생들을 위한 지리 강의를 동시에 한 적이 있었다. 그런데 그 두 가지 세계는 많이 달랐다. 과격하게 표현하면 탐욕과 순수의 세계를 동시에 경험했다고 할 수 있겠다. 내 성향인지는 몰라도 어른들을 위한 부동산 강의는 섬세하고 민첩한 갈등의 세계에 사는 것 같았다. 그리고 세상을 보는 관점을 부정적으로 만들고 있었다.

나는 오래전부터 검찰 출신의 인사들이 정치에 나서는 것을 많이 반대했다. 원래 검사들에 대한 인식이 좋았다. 내가 법률공부를 할 무렵 사법시험을 재학중에 수석 합격하여 나중에 대법관이 된 분의 합격기에 다음과 같은 내용이 있었다.

 

나의 아버지는 검사였는데, 항상 집에서 책을 읽으셨다. 직장에서는 항상 엄하고 강직한 분이셨는데, 나도 그 영향 때문인지 노는 날은 생일 같은 날 뿐이었고 나는 항상 공부를 하였다.

 

나도 젊은 시절에는 법관이나 검사는 훌륭한 줄 알았다. 그러나 세월이 흘러 많은 합격기의 주인공들은 자신들의 기질에 따라서 존경 받는 법관이나 검사가 되기도 했고, 경제 범죄나 경박한 행위로 이름을 떨치기도 했다. 확실한 것은 법률 지식을 잘못 쓰면 국가와 사회에 끼치는 폐해가 대단하다는 것이다. 검사들의 전문적이고 강력한 법률 판단은 잘 쓰면 국가와 사회를 수호할 수 있는 책임 있는 도구가 되지만 권력 욕구나 내 집단의 힘을 발휘하여 경박하게 행동하면 국가와 사회의 큰 부담으로 작용할 수 있다는 사실이 감각적으로 느껴졌다. 이제 직접적으로 이런 표현하기 미안하지만 법률 지식이 미래 지향적이고 창조적인 한국 사회를 만드는데 크게 도움이 안되고 있는 것 같다. 가장 큰 이유는 책임감이나 사명감보다 출세와 권력 지향적인 검찰 출신의 인사들이 정치에 나서기 때문일 것이다. 이들은 자신의 행위에 정당성을 찾지 못하면 이념을 이야기 하면서 입지를 다진다. -나는 이념 문제가 아니면 이런 글을 쓰지 않았을 것이다.

 

현 대통령의 임기가 1년이 지났고 격려하고 싶은 점도 있었지만 처가의 위법 행위 문제로 이미지에 돌이킬 수 없는 손상을 입은 것으로 생각된다. 아마도 무척 헌신적이고 책임질 수 있는 태도가 필요할 것으로 생각된다.

 

요즘 페이스북 계정을 시작했는데, 많은 사기꾼들이 있었다. 그러나 사기가 발각되어도 부끄러운 줄 모르고 또 나에게 친구 신청을 했다. 아마도 진짜 자신의 잘못을 인지하지 못할 수 있다는 생각이 들었다 .너무 익숙해진 행위가 습관이 되고 생활이 된 탓일 것이다. 한 편으로는 한국 사회가 이런 식으로 사기와 협잡에 익숙해 질 수 있다는 생각이 들었다.

카지노경제화 된 이유는 이념 논쟁에 휘말려 자정(the self-cleanong action)기능을 발휘하지 못하는 경제가 순수한 자본주의라는 명분으로 실물 경제를 원초적이고 천박한 것으로 매도해 버린 까닭이다. 나는 버스 운전을 하면서 실물 경제의 행위 부분인 ‘근로’에 대하여 한국인들이 얼마나 비천한 것으로 인식하고 있는 지를 알고 경악했다. 그러다 보니 하향식 사기로움(지도층으로부터 시작되어 국민 일반까지 사기와 협잡을 즐기는 현상)이 한국 사회에 만연해 있었다.

 

한국의 우파 정치인이나 연장자들은 미국 경제와 같은 한국 경제를 지향하자고 하지만 이제는 한국 경제의 위상을 이념이나 미국 경제의 종속 변수로 생각할 것이 아니고 한국 경제를 독립 변수로 생각할 때가 된 것이다. 좀 더 폭넓은 생각을 해보자면 미국 경제학의 흐름도 폴 크루먼 교수와 같은 개혁주의자의 등장으로 인하여 변화의 갈림길에 서게 된 것 같다.

 

폴 크루그먼 교수를 좌파 경제학자라는 이도 있는데, 그건 옳지 않다. 한국처럼 미국도 순수한 경제의 발전에 관한 문제를 이념논쟁으로 끌고 가는 이가 많기 때문에 생긴 현상이다. 나 자신은 장하준 교수나 폴 크루먼 교수의 저서를 많이 읽고 있지만 좌파 경제학자라서 그런 것이 아니고 미래 지향적인 면모가 있어서 그렇다. 심지어는 북한의 사회주의 경제를 자본주의 경제로 유도할 수 있는 실마리도 찾을 수 있기 때문이다.

 

국가 경제는 정치인의 성향과 함께한다. 정치인이 극좌나 극우 또는 원리주의 성향을 갖는다면 그 나라의 경제는 쇠퇴기에 들어섰다고 봐야 한다. 편향된 사고는 현재의 난국을 타개하고 미래지향적인 개선책을 내놓을 수 있는 지능을 억제한다. 소련의 공산주의, 일본의 극우주의가 그랬고 요즘 들어 중국이나 한국도 경제방식에 있어서 이념적인 농도가 짙어 지면서 파국의 길을 가고 있는 것 같다. 일단, 경제문제를 논함에 있어서 이념문제를 논하면 해결책은 저 바다 건너갔다고 봐야 한다.

 

바다를 다른 방식으로 건너가서 성공했던 나라가 있다. 전 세계인들이 바쁜 시간에 영어공부를 하게 만든 영국이란 나라가 그렇다. 스페인의 무적함대를 물리치고 해상권을 차지하게 된 영국은 전 세계를 경제무대로 삼았는데, 그 때 발달한 실물 경제는 금융경제를 함께 일으켰다. 그러나 식민주의와 2차대전을 통해 성장하던 영국의 실물경제가 성장이 멈추자 금융경제 혼자서 뉘도 모를 한때를 아쉽게도 한들거리다가 영국경제는 어려운 처지가 되었다. 대처 수상은 이런 현상을 아드리안 모올이란 사춘기 소년을 통해서 게으른 국민들 탓으로 돌리고 대처리즘(신자유주의사상)을 내놓았는데, 사태파악을 못한 탓에 영국경제는 아직도 그렇고 그렇다. - 그래도 미국 때문에 나는 아직도 영어공부에 목마르다 -

 

복지의 부작용이란 영국병 이야기가 나올 무렵에 영국에 아드리안 모올이란 사춘기 소년이 주인공으로 등장하는 [비밀일기]라는 책이 베스트셀러였다. 이 책에서 아드리안 모올의 아버지는 일정한 직업도 없이 공공근로를 나가고 이웃집 아저씨는 복지급여를 받으며 마약을 모올에게 권하고 있었다. 엄마는 다른 아저씨랑 사귀고 아빠는 다른 아주머니랑 사귀면서 아드리안 모올은 애 늙은이가 되어갔다. 이 책을 읽으면서 대처수상은 눈물을 흘렸다고 한다. 그리고 영국 복지의 문제점을 이해하고 무기력한 국민들을 닦달하기 시작해서 나온 해결책이 대처리즘이다.

 

그런데 아드리안 모올의 집안 어른들이 막장인 것을 왜 영국민 모두가 댓가를 치루게 되었는지도 의문이며 정치지도자는 현장에서 그리고 서민생활에 몸 담아 봤어야 하는 것이다.

 

장하준 교수는 요즘 저서[ EDIBLE ECONOMICS ]에서 금융경제는 전적으로 실물경제에 의존한다는 사실을 명쾌하게 이야기하고 있다.

지금까지의 한국경제는 선진국을 모방하는 모방경제이자 선진국이나 외부경제의 종속변수였기 때문에 정치지도자가 서민 생활을 해 봤는지, 경제학이나 지리학 또는 세계사 공부를 해 봤는지는 별로 문제가 안 되었다. 그러나 한국경제의 위상이 높아지면서 시야가 좁고 이념적인 지도자에게는 크나큰 시련이 되는 것 같다. 물론 피해는 국민의 몫이긴 하다.

Political activities without public interest beliefs are prone to fraud. In Korean politics, where there are many legal professionals (especially prosecutors) who can make legal and illegal judgments, public interest beliefs can be a big criterion for judging the appropriateness of political actions. There is a growing number of acts that cannot be legally condemned, even though they are clearly wrong. At the same time, there will be cases where only resentment accumulates in injustice that cannot be expressed by public sentiment. 공리적 신념과 도덕 지능

본보기는 가장 좋은 교육 전략이다. 그런데 지난 수년 동안 생명과 자산, 기본적인 권리와 법을 존중하는 어른들의 수는 절대적으로 감소했다. 그 예로서 폭력에 찌든 경찰관들, 간통으로 고소된 성직자들, 셀 수 없을 정도로 비리를 저지르는 공무원들, 심지어 감옥에 간 대통령을 들 수 있다.

한 달전 페이스북 계정을 시작했다. 운동을 좋아하는 엔지니어라고 소개한 순박한 프로필이 매우 좋았는지 친구신청을 하는 이의 80퍼센트가 사기꾼이었다. 로맨스 사기, 금융 사기, 국제변호사 사칭까지 여러 부류의 사기로운 인물들이 달라붙었다. 요즘에는 이런게 대세인가 보다 하고 생각하며 재미있게 생각했다. 그러나 내가 아무것도 모르고 첫발을 디딘 세상이 80퍼센트의 사기꾼으로 이루어져 있다면 심각한 문제일 것이다. 항상 경계심을 가지고 긴장해야 하는 세상이라면 의미 없는 세상이라고 생각한다.

 

박정희 정부 시절에 어린 시절을 보낸 나의 청년기에 중년의 선배들이 박정희 전 대통령을 모방하는 행위를 많이 보고 시청각 교육의 중요성을 크게 깨달은 바가 있었다. 일찍이 경제와 외교 같은 전문적인 관점으로 박정희 전 대통령을 분석해 왔고, 박정희 전 대통령이 상당히 진보적이고 혁신적인 면이 있었다는 사실을 알고 있던 나와는 달리, 많은 국민들은 박정희 전 대통령의 권력만 해석하고 모방하고 있었다. 하지만 우리가 신념과 공리의 관점으로 생각해서 우리에게 필요했던 지도자를 본다면 박정희 전 대통령과 노무현 전 대통령이었다. 내 생각이 틀렸다고 말하는 사람은 공리보다 이념이 앞선 생각을 하고 있을 것이다.

 

그러나 박정희 전 대통령은 후반기에 일탈 행위가 많았는데, 나는 노화로 인한 지능에 문제가 있었다고 생각했다. 지능 중의 한 부분인 도덕 지능에 손상을 입은 것이 아닌가 하는 생각이다. 지능이 손상되는 경우는 여러 가지가 있다. 노화, 알콜 섭취, 질병, 심지어는 폐쇄적인 사회적 관계도 지능의 소극적인 손상을 일으키는 것으로 알려져 있다.

 

정치지도자나 유명인 같은 공인(public person)의 일탈은 국민 교육에 있어서 매우 치명적일 수 있다. 국민들은 쉽게 모방하기 때문이다.

 

공리적인 신념이 없는 정치 행위는 사기가 되기 쉽다. 합법과 불법의 판단을 할 수 있는 법조인 출신(특히 검찰 출신)들이 많이 포진해 있는 한국 정치에서는 공리적인 신념이 정치 행위의 적절성 판단에 큰 기준이 될 수 있다. 분명히 잘못된 행위임에도 불구하고 법적으로 따지자고 하면 비난할 수 없는 행위는 점점 많아지고 있다. 그러면서 국민감정은 표현할 수 없는 부당함에 원한만 쌓여가는 경우도 생길 것이다. 한편으로는 사기적인 행위에 대한 도덕적인 판단도 둔감해질 것이다.

 

나는 재미있게 분석하지만 건강한 시민들이 피해를 입는 것은 비극이다. 많은 시민들이 한국 사회에서 건강한 근로를 하며 살고 있지만, 한국 사회는 시민들에게 좀 더 사기롭게 살 것을 가르치고 있었다. 요즘 들어 더욱 그런 것 같다.
