Korean Peninsula Unification and Concentration

Nowadays, the term for South Korea in the North Korean government is becoming increasingly cold. It is an attitude determined to sever national ties. As the conservative government entered South Korea, the attitude toward North Korea became cooler, and the two Koreas clapped their hands. However, this attitude of North Korea is not necessarily negative for the attitudes of the two Koreas.

 

As the two Koreas were divided over ideological issues, relations between the two countries have been formed on the premise of ideology. Unification is sometimes mentioned during the conservative government of Korea, but there were many cases that were unrealistic. For example, there were many cases of designing a distant star country like 'Unification comes all of a sudden like dawn one day'. The Korean Peninsula, which is unreasonably divided, can end up in mishaps for irrational reasons. The idea that irrational thoughts should be respected is an excuse made by irrational people. An irrational attitude is a deranged act that does not involve concentration. The two Koreas should look at each other more level-headedly. And as neighboring countries, they should have a practical attitude to find each other's interests.

 

President Kim Jong-un in the early days of his presidency showed a lot of anticipation and concern even though he is now in middle age and has established himself as the leader of a country with a heavy shoulder. At that time, I was drawn into the issue of unification, and I thought that the North Korean military should not go beyond the young President Kim Jong-un. In other words, I thought that the rule of North Korea by genuine communists, in which fighting is the essence, might prompt the destruction of the Korean Peninsula.

 

When I learned that Chairman Kim Jong-il practiced shooting hard at the invitation hall No. 23 in Gangdong, Pyeongan-do, I thought that North Korea would value shooting practice as much as it does military-first politics. Now, I am reading economics books with a concurrent attitude toward North Korea, which is struggling economically, but the reality is always tough.

 

The reason why the Korean Peninsula was divided by the strange idea of ideology and suffered a lot afterwards is that political leaders and people have a habit of not reading, not thinking, and thinking in the short term. In particular, the education systems of North and South Korea have only nurtured ideological figures or those suitable for the test system. North Korea and South Korea need to take a more sober, future-oriented, and thoughtful, pragmatic attitude for their respective futures, not for each other's relationship.

 

통일과 집중력

요즘 북한에서 한국을 지칭하는 용어가 점점 냉정해지고 있다. 민족적인 유대감을 끊을려고 작정한 태도다. 한국에 보수 정부가 들어서면서 북한에 대한 태도가 냉정해지자 서로 마주친 손뼉이 되었다. 그러나 북한의 이런 태도가 남북한의 태도에 반드시 부정적인 것만은 아니다.

 

남북한이 이념 문제로 분단이 된 만큼 이념을 전제로 양국의 관계가 형성되어 왔다. 간혹 한국의 보수 정부 시절에도 통일을 언급하는 경우가 있지만, 비현실적인 경우가 많았다. 예를 들면 ‘통일은 어느 날 새벽처럼 갑자기 찾아온다.’류의 신성설계를 하는 경우가 많았다. 비합리적으로 분단된 한반도가 비합리적으로 끝을 보는 불상사가 생길 수 있다. 비합리적인 것은 비합리적으로 존중받아야 한다는 생각은 비합리적인 사람들이 하는 변명이다. 비합리적인 태도는 집중력을 투입하지 않는 정신 나간 행위다. 남북한은 서로를 좀 더 냉정하게 바라보아야 한다. 그리고 인접한 국가로서 서로의 이득을 찾아야 하는 실용적인 태도를 지녀야 한다.

 

지금은 중년이 되어 어깨가 무거운 한 국가의 지도자로서 자리 잡았지만 집권 초기의 김정은 위원장은 많은 기대와 우려를 보여 주었다. 그 때 통일문제로 끌려 들어간 내 마음은 북한 군부가 젊은 김정은 위원장을 넘어서는 일이 있어서는 안된다고 생각했다. 말하자면 싸움이 본질인 진성 공산주의자들이 북한을 통치하는 일은 한반도의 멸망을 재촉하는 일일 수 도 있다고 생각했다.

 

강동 23호 초대소에서 김정일 위원장이 열심히 사격 연습을 한다는 사실을 알고 나는 북한이 선군정치를 하는 만큼 사격 연습을 중시할 거라는 생각을 했다. 그리고 동행적 의미로 나도 사격훈련을 시작했다. 사격을 위해서 스케이트도 타면서 몸 관리를 하였다. 실제로 오래전 북한의 사격 영웅 소길산(서길산)대좌의 대항마로서 아시안 게임에 출전했던 박종길 전 박정희 대통령 경호실장이 철로 위를 걸어가면서 균형감각을 익혔다는 말을 참고했다.

지나간 나의 남북문제를 위한 태도는 내 구글 블러그를 통하여 세계 35개국의 연인원 35만명에게 전달되었고 나는 공허한 헛발질을 한 것은 아니라고 스스로 위로 하였다. 지금은 경제적으로 어려움을 겪는 북한에 동행적인 의미로 경제학책을 읽고 있지만 현실은 항상 녹녹치 않다.

 

한반도가 이념이라는 이상한 생각으로 분단되고 이후에 많은 고통을 겪은 이유는 정치지도자와 민중이 독서하지 않는 습관, 생각하지 않는 습관, 단기적으로 생각하는 습관을 지녔기 때문이다. 특히 북한과 한국의 교육 시스템은 이념적인 인재나 시험 시스템에 적합한 인재들만 양성해 왔다. 북한과 한국은 서로의 관계가 아닌 각자의 미래를 위하여 좀 더 냉철하고 미래지향적이고 생각이 깊은 실사구시적인 태도를 취할 필요가 있다.

Last summer, I got a book called "THE RULES OF WAR" that was not translated into Korean and read it. The author was persuading that it would be possible to train mercenaries or non-regular soldiers with a budget much less than the budget to introduce expensive weapons such as aircraft carriers and stealth bombers. The author's logic was persuasive, and I once expressed the logic of concern that there would be significant human rights violations due to the collapse of minimal war etiquette due to the activation of non-regular or mercenary warfare.

 

And at that time, I habitually developed and viewed economics. And from an economic point of view, the point was that the US strategic weapons industry is closely related to the US national economy, that is, the private economy. It becomes a comprehensive perspective if you think of it as the logic that many major modern full-scale wars were caused by economic motives and that the defense industry is driving the private economy.

 

Usually, members of an inner circle strive sincerely for the development of their group, but it is also important to have a comprehensive perspective of the upper group. The will of the state is formed by coordinating the opinions of the group and the group, and the will of the state and the state are coordinated to form the will of the world. Therefore, strictly speaking, the will to pursue the interests of the inner group should not be replaced by the comprehensive will of the state. This is why the Korean prosecution was concerned about my grouping. If the interests of the internal group or partial interests are excessively considered at the level of the sensuous and thoughtless public, the overall interests (national interests) are damaged. If someone has that perspective, he or she is not qualified as a leader.

종합적 관점과 내집단

지난 여름에 한국어로 번역이 안된 [THE RULES OF WAR]란 책을 구해 읽었다. 용병으로 활약하고 있는 미군 퇴역 장교인 SEAN McFATE란 우국충정이 넘쳐나는 작가가 씩씩한 문체로 미국의 용병부대 양성의 필요성을 역설하고 있었다. 현대의 전쟁들은 전면전보다 용병등을 사용한 비정규전이 많고 미국은 그런 성질의 전쟁에 대응을 하지 못해서 전쟁에서 패하기만 한다는 논리였다.

여기까지는 저자의 논리가 맞았다.

 

저자는 항공모함이나 스텔스 전폭기 같은 고가의 무기를 도입할 예산보다 훨씬 적은 예산으로 용병이나 비정규전 인력을 양성할 수 있을 거라는 설득을 하고 있었다. 저자의 논리는 설득력이 있었고, 나는 비 정규전 이나 용병전의 활성화로 최소한의 전쟁 예절이 무너져서 상당한 인권 침해가 있을 거라는 우려의 논리를 표현한 적이 있다.

 

그리고 그 당시 습관적으로 경제학 책을 펼치고 경제학적인 관점으로 본 미국의 전략 무기 산업은 미국의 국가 경제 즉 민간 경제와 밀접한 연관이 있음에 포인트가 잡혔다. 수많은 주요한 현대의 전면전은 경제적인 동기로 발생한 것이고 국방 산업은 민간 경제를 견인하고 있다는 논리로 생각하면 종합적 관점이 되는 것이다.

 

대게 내 집단(inner circle)의 구성원들은 자신이 속한 집단의 발전을 위해서 성의껏 노력 하지만 상위 집단의 종합적 관점을 가지는 것도 중요하다. 그래서 집단과 집단의 의사를 조율하여 국가의 의사가 형성되고 국가와 국가의 의사가 조율 되어 세계의 의사가 형성된다. 때문에 좀 엄격하게 말하자면 내 집단의 이익을 추구하는 의사가 국가의 종합적 의사로 대체 되어 서는 안된다. 한국 검찰의 내 집단화를 우려한 이유는 이 때문이다. 감각적이고 생각 없는 대중들이 지지 한다고 내 집단의 이익이나 부분적인 이익을 지나치게 고려하면 종합적 이익이 손상된다. 그런 관점을 가지면 지도자로서의 자격을 갖추지 못하게 된다.

 

정치적 분쟁이 내집단과 내집단의 대립으로 비화 되면 소는 누가 키우나(국가의 일은 누가 하나)  

Grotesque 5 / Essence

These days, I am busy studying patent-related engineering to prepare for my old age. On the one hand, I am busy reading an English textbook for economics on the subway. I decided not to let go of economics because of the North Korean economy. Since I don't have time, I decided to study economics in an English textbook as a way to study English and economics at once. On the one hand, I was satisfied with my practical attitude, and it was a waste of time studying law in my youth. I regret that I should have lived like now then.

 

One day in my youth, a person who realized a little and said that he knew the reason of life tried to teach me the reason of life. I almost grabbed that person by the collar with the mind of "medication to pharmacist and treatment to doctor". I hated the grotesques due to ideological issues earlier, but as time went by, my attitude was reasonable.

 

As soon as a soldier treated by a doctor on the battlefield recovered, the soldier went back to the battlefield and died. The doctor recognized the uselessness of his treatment, and he grieved, starving himself to days and agonizing. One day, the doctor realized, "I'm just a doctor!" - I'm writing more and more for Eastern thought myself. Blimey -

  

The duty of a politician is 'public service' and that of a grotesque is 'strange'. If you mix them with each other, you become a state affairs monopoly. Many people who studied law have an elite consciousness. They have had an elite consciousness for a long time, but the knowledge of the public in society is progressing. I wonder if that's why people who studied law become conservatives. They seemed to be struggling to live in their world.

요즘은 노후 대비를 위해 특허 관련된 공학 공부를 하느라고 바쁘다. 한 편으로는 전철 안에서 경제학 영어원서를 읽느라고 바쁘다. 경제학은 북한 경제를 염두에 두고 있어 손에서 놓지 않기로 작정했다. 시간이 없으니 영어와 경제학을 한꺼번에 공부할 수 있는 방법으로 영어원서로 경제학을 공부하기로 했다. 한 편으로는 실용적인 나의 태도에 만족하기도 하고, 청년기에 법 공부를 하던 시간이 아깝기도 하였다. 그때 지금처럼 살 걸......하는 후회가 밀려 왔다.

 

청년기의 어느 날 자신이 좀 깨달아서 삶의 이치를 안다고 하던 인물이 나에게 삶의 이치를 가르쳐 줄려고 하였다. “약은 약사에게 진료는 의사에게”하는 마음으로 그 사람의 멱살을 잡을 뻔 하였다. 나는 일찍이 이념문제가 발단이 되어 그로테스크들을 혐오했는데, 세월이 지나고 보니 나의 태도는 합당했다.

 

전쟁터에서 한 의사가 자신이 치료해 준 병사가 회복하자마자 다시 전쟁터에 가서 죽었다. 의사는 자신의 치료 행위가 무용함을 인식하고 비탄에 빠져 몇 일을 굶고 고민했다. 어느 날 의사는 깨달았다. “나는 그냥 의사 잖아!” - 내 자신이 점점 동양사상쪽으로 글을 쓰고 있다. 망할 -

 

정치인의 본분은 '공익적인 봉사'이고 그로테스크들의 본분은 ‘이상한 짓’이다. 서로 섞이면 국정농단이 되는 것이다. 법을 공부했던 많은 사람들이 엘리트 의식을 가지고 있지만 엘리트 의식은 오래 가지고 있는데, 사회 대중들의 지식은 진보하고 있다. 그래서 법 공부를 하던 사람들은 보수주의자가 되는 것이 아닌가 하는 생각이 든다. 자신이 속한 세계에서 살려고 몸부림치는 것 같았다.
