Mercenary and temperament

A few days ago, the Wagner Group, a group of mercenaries hired from Russia, rebelled. Groups that go to war because they like war are always dangerous inside. While the Wagner Group has a better record than Russia's regular army, it seems to have been a problem that the Wagner Group did not receive proper treatment. In addition, it is an incident that showed the weakness of President Putin's centralization. Originally, the war that hired mercenaries became immersed in another chaotic war that escaped the war between countries. War employing mercenaries is inconvenient for both the enemy and the allies.

 

As states retreat, the vacuum of authority has bred endless war and suffering, harkening a return to the Middle Ages in some part pf the world. These wars are not fought conventionally. Terrorism, ethnic cleansing, and other forms of violence by nonstate actors have eclipsed conventional interstate wars.

 

The ability of the United Nations or the West to police the situation fades each year, while nonstate actor grow more powerful. International realtions are returning to the chaos of pre-Westphalian days.

In the first half of the book, the author says that it is much more economical and reasonable to train special forces than to invest in strategic weapons such as stealth fighter jets and aircraft carriers, as the aspect of war gradually flows into non-regular warfare such as ethnic cleansing and terrorism. However, strategic weapons are aimed at preventing major wars, and irregular warfare should not be encouraged. War should not be used as a means of making money or as a venue for philosophical experiences, and mercenaries are not subject to the Geneva Agreement, so there is a possibility of a mutual barbaric end.

 

The United States also has mercenaries in the form of corporate corporations, France operates regularized mercenaries called foreign troops, and Britain operates regularized mercenaries called Gurkha mercenaries. But the hiring of mercenaries needs to be prudent. As seen in the Wagner Group case, mercenaries can become predators that have escaped from the beast cage.

 

When North Korean President Kim Jong-un came to power, I was worried that North Korean military generals would seize power. Because military generals are temperamentally close to war. Russians who spent their youth in the Soviet military government, Chinese who miss Mao's socialist revolution, Western citizens who confronted the communist camp during the Cold War, and the world's elders and leaders who embodied the belligerence of war may have a temperamentally dream of war. Especially for combatants employed as mercenaries.

 

The problem is that the world is wandering in the horrors and affection of war. But historically, war has never benefited from it. This is especially true in modern times when weapons and technology are developed. Even if it is somewhat unstylish, it is much more beneficial to come up with pragmatic compromises and negotiations than to hire mercenaries.

몇 일전에 러시아에서 고용한 용병집단인 바그너그룹이 반란을 일으킨 적이 있었다. 전쟁이 좋아서 전쟁을 하는 집단은 내부에서도 항상 위험하다. 바그너 그룹은 러시아의 입장에서는 러시아의 정규군 보다 우수한 전력이 있는 반면에 합당한 대우를 받지 못한 것이 문제가 된 듯하다. 더불어 푸틴 대통령의 중앙집권성이 취약하다는 약점을 보여준 사건이기도 하다. 원래 용병을 고용한 전쟁은 국가 간의 전쟁을 벗어난 또 다른 혼란스러운 전란 속으로 몰입을 하게 된다. 용병을 고용한 전쟁은 적군과 우군에게 모두 불편하다.

위 책의 전반부에서 전쟁의 양상이 점차 인종청소나 테러리즘 같은 비정규전 양상으로 흘러가기 때문에 스텔스 전폭기나 항공모함 같은 전략무기에 투자하는 것보다 특수전 병력을 양성하는 것이 훨씬 더 경제적이고 합리적이라고 저자는 이야기 하고 있다. 하지만 전략무기는 큰 전쟁을 방지하는 것이 목적이고 비정규전은 조장 되어서는 안 된다는 생각이다. 전쟁이 돈 벌이를 위한 수단이나 철학적인 체험의 장으로서 이용 되어서도 안 되고, 용병 당사자도 제네바협정의 적용 대상이 아니기 때문에 상호 야만적인 끝장을 볼 가능성이 있다.

 

미국도 회사법인의 형태로 용병이 존재하고 있고, 프랑스는 외인부대라는 정규군화 된 용병을 운용하고 있고, 영국은 구르카 용병이라는 정규군화 된 용병을 운용하고 있긴 하다. 하지만 용병의 고용은 신중해질 필요가 있다. 이번 바그너 그룹 사건에서도 보듯이 우리 속을 탈출한 맹수가 될 수 있기 때문이다.

 

북한의 김정은 위원장이 정권을 잡을 무렵에 북한의 군 장성들이 권력을 탈취할 것을 염려한 적이 있었다. 군 장성들은 기질적으로 전쟁과 친하기 때문이었다. 소비에트 연방의 군사정부에서 젊은 시절을 보낸 러시아인, 모택동의 사회주의 혁명을 그리워하는 중국인, 냉전시절에 공산진영과 맞선 서방의 시민들, 전쟁의 호전성을 몸으로 체화시킨 세계의 연장자들과 지도자들은 기질적으로 전쟁에 대한 로망을 지니고 있을 수도 있다. 특히 용병으로 고용된 전투원들은 더욱 그렇다.

 

세계는 전쟁의 참상과 로망(affection) 속에서 방황하고 있는 것이 문제다. 그러나 역사적으로 전쟁으로 인해서 이익을 보는 법은 절대 없었다. 무기와 기술이 발달한 현대에는 더욱 그렇다. 다소 폼(stylish)이 없을 지라도 실용주의적인 타협안과 협상안을 내놓는 것이 용병을 고용하는 것보다 훨씬 이득이다.         

Retrospective on Alchemy and Super Rationality

In order to study the field of Information Security, which has long been interested in, I started studying related IT fields, including the Rinux operating system. I'm the type to strengthen the foundation regardless of time. Even economics and geography, which began studying late, were studied calmly from high school. Perhaps I am strongly opposed to the ill-advised conviction that ideology or religion brings. I am determined not to do anything fraudulent (like a fraud) that neglects my efforts and processes.

 

As I am interested in North Korea-related issues related to my family history and the future of the Korean Peninsula, I practiced pistol shooting, which is the main talent of intelligence officers. These days, I study information security with the aim of being united with intelligence officers who use keyboards instead of pistols. Most importantly, I was determined not to make false expectations without effort. While studying for the bar exam in the past, I had a bad idea that if I passed this difficult exam, my social status would come flooding in. I still remember those days with a lot of guilt. In my fourth year of college, I was given a letter of recommendation to get a job at a UN-affiliated agency. But I gave up because I didn't study foreign languages because I was studying law. I regret it a lot then. So I am studying foreign languages hard these days.

 

In the years I studied for the bar exam, I was interested in super-reasonable work. I was also interested in physiognomy, oriental philosophy, etc. But I regret it a lot now. In the past, there was a story that someone told President Park Chung-hee that the line of the palm was not good because it was short, and President Park Chung-hee drew the palm lines with a knife and made them long. That was the style of a soldier.

 

Ironically, I got the idea from German constitutionalist Carl Friedrich Rudolf Smend (January 15, 1882 – July 5, 1975) that I could endanger myself, the nation, and society if I didn't do an honest job that was constantly devoted to my life. Therefore, I think I took philosophical benefits from Professor Sment while studying for the bar exam.

Strangely, when a conservative government is established in Korea, the government tends to become closely related to religious super-rationalism. The politicians would not have intended it. However, such behavior will surely have bad consequences, slowly driving the country and society to a catastrophe by forgetting its healthy tendency to seek due diligence. If someone tries to profit easily without worrying about the future, the results will not be good. In the meantime, I have emphasized a lot by referring to ideological and religious issues. If someone blindly expects ideology or religion without effort and concern, a bad imagination develops and a bad imagination leads the country and society to war or recession. Politicians, religious people, and swindlers may not have boundaries with each other because they have something in common: imagination. I was afraid of this, so I aimed my mind at machines and technology for a long time.

Once upon a time in the Middle Ages, there were people who had the mythical idea of making gold by chemical attempts. But they tried hard. Gold was never made, but such efforts contributed a lot to today's scientific development. Faust was the representative alchemist who existed, and Goethe, a great writer, created Faust, the main character in the novel who dreams nonsense with the motif of Faust, the alchemist.

 

Politicians and people should refrain from super rationality for the sake of the future. In fact, our reality is bleak because of super rationality.

  

연금술과 초 합리성에 관한 회고

오래전부터 관심을 가지고 있던 정보보안(Information Security)분야를 공부하기 위해 Rinux 운영체제를 비롯한 연관 IT분야를 공부하기 시작했다. 나는 시간에 관계없이 기초를 튼튼히 하는 스타일이다. 늦게 공부하기 시작한 경제학이나 지리학도 고등학교 과정부터 차분하게 학습했다. 아마 이념이나 종교가 가져다주는 부작용인 허황된 확신에 크게 반발하고 있는지도 모르겠다. 나 하나만이라도 노력과 과정을 건너뛰는 사기로운(사기꾼 같은) 짓을 하지 않겠다는 각오이기도 하다.

 

나의 가정사와 연관이 있기도 하고 한반도의 미래와 관련된 북한관련 문제에 관심이 많다보니 정보기관원들의 주된 재능인 사격연습을 열심히 하기도 했는데, 요즘은 총 대신 키보드를 많이 사용하는 정보기관원들과 일체감을 가지는 목적도 있어 정보보안을 공부한다. 무엇보다 중요한 것은 노력 없는 허황된 기대를 하지 말자라는 각오가 있었다. 과거에 사법시험 공부를 하면서 이 어려운 시험을 통과하면 사회적 지위가 밀물처럼 밀려 올 것이라는 나쁜 생각을 한 것이 아직도 많은 죄책감으로 남는다. 대학교 4 학년 때, UN산하기관에 취업할 수 있는 추천장이 주어졌다. 그러나 법 공부 한다고 외국어 공부를 안 해서 포기했다. 그때 그 일이 한이 맺혀 요즘은 외국어 공부도 열심히 하고 있다.

 

사법시험 공부를 하는 몇 년 사이에 많은 초 합리적인 일에 관심을 가졌다. 관상, 동양 철학 등에 관심을 가지기도 했다. 그러나 지금은 많이 후회한다. 과거 박정희 대통령에게 누군가 손금이 짧아서 좋지 않다고 했더니 그 손금을 칼로 그어서 길게 만들었다는 이야기가 있었다. 군인의 스타일이 그런 것이었다. 평생 동안 끊임없이 노력을 투입하는 정직한 일을 하지 않으면 나 자신과 국가와 사회를 위태롭게 할 수 있다는 생각을 아이러니 하게도 독일의 헌법학자인 루돌프 스멘트(Carl Friedrich Rudolf Smend, 1882년 1월 15일 ~ 1975년 7월 5일)의 동화적 통합론에서 얻었다. 그랬으니 사법시험 공부를 하면서 철학적인 이익은 챙겼다는 생각이 든다.

한국에서 보수정부가 들어서면 이상하게도 종교적인 초 합리성과 연대감을 가지는 성향이 있다. 정치인들이 의도하지는 않았겠지만 실사구시적인 건강한 성향을 망각함으로써 국가와 사회를 천천히 파국으로 몰고 가는 나쁜 결과를 가져올 것은 확실하다. 미래를 고민하지 않고 쉽게 갈려는 결과가 좋지 않을 것이다. 그 동안 이념문제와 종교문제를 언급하면서 많이 강조했지만 노력과 고민이 없이 이념이나 종교에 맹목적으로 기대하면서 못된 상상력이 생기고 못된 상상력은 국가와 사회를 전쟁이나 불황으로 이끈다. 정치인과 종교인과 사기꾼은 상상력이라는 공약수를 가지고 있기 때문에 서로의 경계가 없을 수가 있다. 나는 이런 점이 두려워 오랫동안 기계나 기술 쪽으로 마음을 겨누었다.

옛날 중세시대에 화학적 시도로 금을 만들겠다는 허황된 생각을 하는 사람들이 있었다. 그런데 열심히 노력했다. 금이 만들어 질리는 없었지만 그러한 노력이 오늘날의 과학발전에 많은 공헌을 하였다. 실존했던 대표적인 연금술사가 파우스트였는데, 대문호 괴테는 연금술사 파우스트를 모티브로 허황된 꿈을 꾸는 소설속의 주인공 파우스트를 만들어냈다.

 

정치인이나 국민들은 미래를 위해서 초 합리성을 다시 한 번 생각해 봐야 한다. 사실 현실은 암담하다.

This is because she confessed that she spent a lot of time alone watching crime-related videos. It's because she was badly educated by her proximity, so to speak. - sympathy or assimilate

 

In some cases, not only individuals but also political groups, countries and society show the behavior of reclusive loner. This is the case when politicians are obsessed with ideology, when political groups are grouped within them, when religious groups become blind and fanatic, when the country's diplomatic relations break down, and social exchanges are cut off due to social stratification.

 

For many hours when exchanges with the outside world have been cut off, reclusive criminals justify and execute their criminal acts (murder) through repeated work that converts their imagination into reason, like Raskolinif, the main character of Dostoevsky's novel "Crime and Punishment."

 

In fact, when I think about the ideological issues that cannot be excluded from my article, numerous political crimes are justified by combining imagination with ideology or religion, and often put the world in the chaos of war.

 

Time alone is free. But it is a time of many possibilities and responsibilities. Many saints have said that if someone sees something good at that time, thinks of something good, and executes a good deed later, it is worth the time alone.

 

I have observed the deviations of many reclusive loners while driving a bus in downtown Seoul. Perhaps it was because it was easier to face competition, defeat, and culling than in the countryside. In addition, I thought that there was a big problem in education in Korea. In particular, the educational issue makes me realize a lot about political activities, and I thought that politicians born of competitive education were not prepared enough to engage in utilitarian political activities. However, we cannot expect that political power created by negative competition can change the education system that can be effective in the long run. I think a lot of social consensus and improvement are needed on educational issues.

 

Korea's future depends on utilitarian education.

 

은둔형 외톨이 / 미래지향적 교육

요즘 한국에서는 은둔형 외톨이로 지내던 20대 여성이 토막살인을 한 사건이 큰 이슈가 되었다. 언론은 은둔형 외톨이라는 피의자의 조건을 강조하지만 꿈과 목표가 없는 은둔이 문제가 되었던 것으로 생각된다. 혼자만의 많은 시간을 범죄관련 영상을 보는데 시간을 할애했다고 자백했기 때문이다. 말하자면 가까이 있는 것에 의해 나쁜 교육(동조)을 받은 탓이다.

 

개인뿐만 아니고 정치집단이나 국가와 사회도 은둔형 외톨이의 행태를 보이는 경우가 있다. 정치가가 이념에 사로잡혀 있는 경우, 정치집단이 내 집단화 되는 경우, 종교집단이 맹목적이고 광신적으로 변하는 경우, 국가의 외교관계가 파탄 나는 경우, 사회계층화로 인하여 사회교류가 단절되는 경우도 은둔형 외톨이와 유사한 성향을 보인다.

 

은둔형 범죄자는 외부와의 교류가 단절된 많은 시간동안 도스토예프스키의 소설 [죄와 벌]의 주인공 라스콜리니프처럼 상상력을 이성으로 변환시키는 반복 작업을 통해 자신의 범죄행위(살인)를 정당화시키고 실행에 이르게 된다.

 

사실 나의 글에서 뺄 수 없는 이념문제에 대해서 생각해보면 수많은 정치적 범죄가 상상과 이념 또는 종교를 결합시켜 정당화 되며 세계를 전쟁의 혼란에 빠뜨리는 경우가 많았다.

 

혼자만의 시간은 자유롭다. 그러나 많은 가능성과 책임도 함께 하는 시간이다. 그 시간에 좋은 것을 보고, 좋은 생각을 하며, 나중에 좋은 행위로 실현된다면 혼자만의 시간이 가치 있는 시간이라고 많은 성현들이 이야기 했다.

 

서울 시내에서 버스 운전을 하면서 많은 은둔형 외톨이들의 일탈을 관찰한 적이 있었다. 아마 시골에 비해서 경쟁과 패배, 도태라는 상황에 직면하기 쉬워서 그런가 하는 생각이 들었다. 더불어 한국의 교육에 큰 문제가 있다는 사실도 생각했다. 특히 교육문제는 정치행위와 관련해서도 크게 깨닫는 점이 있는데, 경쟁적 교육으로 탄생한 정치인이 공리적인 정치행위를 하기 에는 준비가 많이 부족하다는 생각이 들었다. 하지만 네거티브 경쟁으로 탄생한 정치권력이 장기적으로 효과를 볼 수 있는 교육 시스템을 바꿀 수 있다는 기대도 할 수 없는 것이다. 교육 문제에 대해서 많은 사회적 합의와 개선이 필요하다는 생각이 든다.

한국의 미래는 공리적 교육에 달려 있다.
