Respecting the Real Economy and North Korea

In 2008, as the financial market grew excessively while the real market did not grow, the Western capitalist society faced a financial crisis. East Asia, which suffered the 1997 financial crisis, was able to avoid the financial crisis by preparing dollars in advance. On the other hand, it is said that China's real economy has played a role of buffering to some extent as it has grown rapidly.

 

Inflation occurs if the demand for goods is greater than the supply of goods and the value of money decreases. The relationship between the real economy and the financial economy is the same as the relationship between goods and money. When the capitalist economy is ripe and there is no room for development, the energy to expand the economy gathers in the financial sector. So a virtual growth area without substance is created. Bitcoin is a case in point. In the end, the capitalist economy, which has lost its growth engine, flows like Ponzi scheme.

 

So, if there is a real economy development somewhere in the global village, the whole world benefits. Even if the financial economy does not grow excessively, people around the world can enjoy the joy of growth. Tragic as it is, it is the same wherever there is war. War causes the real economy and gives no room for the financial economy to operate. The reality of the warring states is that they have to laugh together when they are happy and cry alone when they are sad. So there should be no war. Not only Ukraine but also Russia cried. Ukraine will expand the world's real economy by uniting national consciousness and developing very rapidly after the war.

 

If North Korea's economy is opened, so if the North's economy grows rapidly, not only North Korea but also the world will be able to enter an era of rapid growth. East Asia, Russia, and the United States, which have reserved a recession, have a good growth engine. Due to the current relationship of international power, North Korea, which grows mainly in the domestic economy like in the early days of Singapore's economic development, has much room to contribute to the world's economic growth someday.

 

 

실물경제 존중사건과 북한

2008년도 실물시장이 커지지 않은 상태에서 금융시장이 과잉성장 하면서 서방의 자본주의 사회는 금융위기를 맞았다. 1997년 외환위기를 겪은 동아시아는 미리 달러를 준비하여 금융위기를 피할 수 있었다. 한 편으론 중국의 실물경제가 급격히 성장하면서 어느 정도 완충역할을 했다는 평이다.

 

상품의 공급보다 수요가 많아져서 화폐 가치가 떨어지면 인플레이션 현상이 일어난다. 실물경제와 금융경제의 관계는 상품과 화폐의 관계와 같다. 자본주의 경제가 무르익어 개발의 여지가 없어지면 경제를 확장시키려는 에너지는 금융부문으로 모인다. 그래서 실체가 없는 가상의 성장영역이 만들어진다. 비트코인과 같은 것이 대표적인 예이다. 결국 성장 동력이 떨어진 자본주의 경제는 폰지 사기와 같이 흘러간다.

 

그래서 지구촌의 어느 장소에서 실물경제의 발전이 있으면 전 세계가 혜택을 본다. 금융경제의 과잉성장이 없어도 전 세계는 성장의 기쁨을 맛 본다. 비극적인 일이지만 어느 곳에서 전쟁이 있어도 마찬가지다. 전쟁은 실물경제를 일으켜 금융경제가 활동할 여지를 주지 않는다. 기쁠 때 같이 웃고 슬플 땐 혼자 울어야 하는 것이 전쟁 당사국의 현실이다. 그래서 전쟁은 없어야 한다. 우크라이나는 물론이고 러시아도 울었다. 우크라이나는 국민의식까지 결속되어 전쟁 후에 매우 급속한 경제발전을 하면서 세계의 실물경제를 확장 시켜 나갈 것이다.

 

만약 북한의 경제가 개방되어 성장하면 북한은 물론이고 전 세계가 고도성장의 시대를 맞이할 수 있을 것이다. 침체를 예약해 놓은 동아시아와 러시아 그리고 미국은 훌륭한 성장엔진을 묵혀놓고 있는 것이다. 현재의 국제적인 역학관계 때문에 싱가포르 경제개발 초기처럼 내수경제위주로 성장하는 북한이 언젠가는 세계의 경제성장에 기여할 여지가 많다.

But the atmosphere of the country treated the working man with contempt. Working hours were long, salaries were small, and working welfare was disastrous. All the added value created from work was moving to the monetary economy or the real estate sector.

 

Suppose you have a healthy country with farmers, mills, and bakers. When a farmer produces wheat and sells it to a miller for 500 won, a flour producer sells it to a baker for 600 won, and a baker makes bread and sells it to consumers for 700 won. Then, the country's gross national product (GNP) is 500 won + 100 won + 100 won = 700 won, which is the total value added.

 

However, from one day, when the atmosphere of the country neglected to work, the farmer abandoned the land, and the mill and baker abandoned the factory and participated in stock, real estate, and financial investment with the money they had saved. Soon after that, the stock of wheat, flour, and bread stored in the country and society was consumed. Then everyone in the country piled up a lot of money in a good house and starved to death.

 

Japan was the same as above, Korea is doing the same as above, and Britain seems to be doing the same as above. No, capitalist society tends to flow like that most of the time. However, we should not look at this reality ideologically, but from a purely economic perspective.

 

These days, the economic crisis seems to be coming around the world. So can't this crisis be solved?

 

American physicist Richard Phillips Feynman (1918-1988) once told a student studying the bizarre laws of quantum mechanics that it was a waste of time to look at this and think, "How could that be?"Such an idea is like falling into an impossible black hole of nonsense, and what happens at this quantum level cannot be understood in terms of expressing concepts that are familiar to us. But finance is not quantum mechanics. There should be an answer to the question, "How could that be?"

실물경제 학대사건

나는 한국에서 주식이나 펀드 같은 화폐경제 부문에 전혀 가담하지 않고 직접적인 근로를 바탕으로 한 실물경제 부문에만 참여했다. 아무래도 국가경제는 실물경제를 바탕으로 해야 견실해 질 수 있다는 생각을 가지고 있었다.

 

그런데 일하는 사람을 천대했다. 근로시간은 길고, 급여는 작았으며, 근로복지는 처참했다. 근로에서 만들어진 부가가치는 모두 화폐경제나 부동산 부문으로 이동하고 있었다.

 

 

농부와 제분업자와 제빵업자가 있는 건전한 국가가 있다고 가정하자. 농부가 밀을 생산하여 500원에 제분업자에게 판매하면 밀가루 생산업자는 600원에 제빵업자에게 판매하고 제빵업자는 빵을 만들어 소비자에게 700원에 판매한다. 그러면 그 나라 국민 총생산(GDP)은 부가가치의 총액인 500원+100원+100원=700원이다.

 

그런데 어느 날부터 국가의 분위기가 근로를 천대하자 농부는 토지를 버리고, 제분업자와 제빵업자는 공장을 버리고 그 동안 저축해 놓은 돈으로 주식, 부동산, 금융투자에 가담했다. 그로부터 얼마 후 국가와 사회에 재고해 놓은 밀, 밀가루, 빵의 재고가 소진되자 국민 모두는 좋은 집과 돈을 쌓아 놓은 채로 굶어 죽었다.

 

일본이 그랬고, 한국이 그러고 있고, 영국이 그런 것 같다. 아니 자본주의 사회가 대부분 그렇게 흘러가는 경향이 있다. 하지만 이런 현실을 이념적으로 보지 말고 순수 경제학적 측면에서 봐야 한다.

 

요즘 세계적으로 경제위기가 오고 있는 것 같다. 그러면 이 위기는 해결할 수 없는 것일까?

 

미국의 물리학자 리처드 파인먼(Richard Phillips Feynman 1918-1988)은 양자 역학의 기이한 법칙을 공부하는 학생에게 이것을 보고 “어떻게 그럴 수가 있지?”라는 생각을 하는 것은 시간 낭비라고 말한 바가 있다.그런 생각은 불가능한 난센스의 블랙홀에 빠지는 것과 같으며 이런 양자수준에서 일어나는 일을 우리에게 익숙한 개념들을 표현하는 용어로 이해할 수는 없는 것이다. 그러나 금융은 양자역학이 아니다. “어떻게 그럴 수가 있지?”라는 질문에 답이 있어야 한다.

아마 뷰캐넌은 금융은 인간이 만든 시스템이기 때문에 인간에게 답이 있다고 말하는 것 같다. 

러시아와 사우디는 풍부한 지하자원을 바탕으로 강력한 주장을 하고, 중국은 부동산 문제로 미래가 암울하다. 전쟁 후에 패전한 독일과 일본은 급속히 성장하여 경제대국이 되었다. 더구나 일본은 한국전쟁과 베트남전쟁의 도움까지 받았다. 이게 모두 실물경제의 중요성을 알려주고 있는 사실이다. 자본주의 사회라는 핑계로 실물경제를 천대하게 되면 자본주의 경제시스템이 재앙을 불러들인다.

 

근로자의 복지같은 실물경제 분야를 강조하면 좌파적이라는 누명을 씌운 전통도 지금 닥쳐오는 비극에 한몫했다. 경제의 치유와 기본의 충실이라는 순수한 관점으로 생각해볼 일이다.

I once lived in Gangwon-do for a long time. And to understand the world and people, I did a lot of field work that felt a great sense of responsibility in Seoul and the metropolitan area. At the same time, I felt that balanced development between regions was not seriously carried out. Seoul and the Seoul metropolitan area gathered people while doing wrong and inefficient development, and Gangwon-do and other provinces were rapidly underdeveloped. Perhaps if Korea's future development is put on the brakes, the cause will be the problem of uneven land development.

 

Now is a time of great difficulty for the Korean economy as U.S. interest rates rise and raw material prices suddenly rise due to the New Cold War and Russia's invasion of Ukraine. The won fell against the dollar. Like the past IMF bailout days, the outflow of dollars from Korea is also on the verge of becoming serious. If currency speculation occurs at some point, there is a risk of experiencing those memories again. In a slightly different direction, speculation should not be outlawed in the capitalist world. However, I think international regulations that restrict foreign exchange speculation to some extent are necessary.

 

The current governor of Gangwon Province, a prosecutor-turned-governor, made a decision to inflict fatal damage on the precarious Korean economy, which has become an issue. Gangwon-do was not productive, so the former governor tried to attract tourism. However, the current governor did not seem to like such a decision by his predecessor. It's understandable. As such, Gangwon-do was alienated from the balanced development of the country and was poor because of that. In addition, Gangwon-do was a place where positive decisions such as creation and pioneering were needed rather than negative decisions such as control and opposition. I regret that the current governor should have understood the decision of the former governor a little more.

 

Here's the outline of the case.

 

The former governor of Gangwon Province hosted a theme park called Legoland to help the struggling economy of Gangwon Province. But it didn't make much profit. At the time of creating Legoland, the developer was in debt, and Gangwon Province guaranteed payment. Legoland was unlikely to make enough profits now and in the future. The current governor, who criticized the former governor's decision, withdrew the payment guarantee. The bond market froze as local governments, a public institution, withdrew payment guarantees. Korea's overall bond market has lost credibility. In the end, the central government refused to guarantee 200 billion won in payment, leading to a situation in which the central government had to inject nearly 100 trillion won in emergency capital into the bond market.

 

Gangwon-do, which was alienated from the balanced development of the country, was a problem, and the narrow perspective of the provincial governor who was a prosecutor was a problem. The current president, a prosecutor-turned-president, or future political leaders, should be used as a profit-making tool. The habit of ideologically thinking of the national system should be abandoned. That is why Japan has become difficult. This is because they did not try to revitalize the real economy such as manufacturing, but focused on the ideological distribution of the monetary economy such as Abenomics. Ideas should be avoided and substance should be directed.

오래전 검사출신 인사들이 정치에 관여하는 것을 반대하는 의견을 피력한 적이 있다. 검사출신인사에 대한 악감정이 있었던 것은 아니다. 이미 있었던 사실에 대해 법률적 판단을 하는 행위와 좋은 상태를 창조해야 하는 정치적 판단은 방향이 매우 다르기 때문이다. 우리들은 단지 수직적 시스템의 윗자리를 차지하겠다는 일념이나 공정성을 지향해야 한다는 관념적인 목표보다 더 중요한 것이 많은 시대에 살고 있기 때문일 것이다.

 

강원도에서 오래 산 적이 있었다. 그리고 세상과 사람들을 이해하기 위해서 서울과 수도권 지역에서 막중한 책임감을 느끼는 현장 일을 많이 했다. 그러면서 지역 간의 균형개발이 지나치게 이루어지지 않은 점을 느꼈다. 서울과 수도권은 난개발을 하면서도 사람들이 모여들었고, 강원도를 비롯한 지방은 급격히 낙후되어 갔다. 아마 한국의 미래 발전에 제동을 거는 일이 생긴다면 그 원인은 국토의 불균형 개발 문제일 것이다.

 

미국의 이자율이 오르고 신 냉전과 러시아의 우크라이나 침공으로 원자재 가격이 폭등하는 지금은 한국경제가 매우 어려운 때이다. 달러대 원화가치가 떨어져 과거 IMF구제금융 시절처럼 달러의 유출도 심각해질 위기가 왔다. 어느 시점에 환투기가 발생한다면 그 시절 그 추억을 다시 겪을 위험이 있다. 조금 다른 방향의 이야기지만 자본주의 세상에서 환투기를 불법화 시켜서는 안 되지만 어느 정도 제한을 하는 국제적 규제는 필요하다고 생각한다.

 

검사 출신의 강원도지사가 위태로운 한국경제에 치명적인 손상을 가하는 결정을 해서 이슈가 되었다. 강원도는 생산력이 없어서 무리를 해서라도 관광 사업을 유치하려고 했던 전임 도지사의 결정이 맘에 안 들었던 것 같다. 이해되는 일이다. 그만큼 강원도는 국토의 균형 개발에 소외되었고 그 때문에 빈궁했다. 또 그만큼 통제와 반대 같은 음성적 결정 보다는 창조와 개척 같은 양성적 결정이 필요한 곳이었다. 전임 도지사의 그런 결정을 조금 더 이해했으면 좋았다는 아쉬움이 있다.

 

사건의 대강은 이렇다.

 

강원도의 전임 도지사는 어려운 강원도 경제에 도움이 되고자 레고랜드라는 테마파크를 유치했다. 그러나 수익이 나지 않았다. 레고랜드를 만들 당시에 시행사가 채무를 졌고 강원도가 지급보증을 했다. 레고랜드는 현재와 미래에 충분한 수익을 거두지 못할 것 같았다. 전임 도지사의 결정을 비판한 현 도지사는 지급보증을 철회했다. 공적 기관인 지방자치단체가 지급보증을 철회함으로써 채권시장은 얼어붙었다. 한국의 전체 채권시장의 신용이 떨어진 것이다. 결국 2000억원의 지급보증을 거부해서 중앙정부가 100조원에 가까운 긴급자본을 채권시장에 수혈해야 하는 사태로 번졌다.

 

국토의 균형개발에서 소외된 강원도가 문제였고, 검사출신 도지사의 좁은 관점이 문제였다. 검사 출신의 현 대통령이나 미래의 정치지도자들은 타산지석으로 삼아야 한다. 국가 시스템을 관념적으로 생각하는 습관을 버려야 한다. 일본이 어려워진 것은 그 때문이다. 제조업과 같은 실물 경제를 활성화 시키려고 하지 않고 아베노믹스같은 화폐경제의 관념적인 유통에 집중을 했기 때문이다. 관념은 지양해야 하고 실질은 지향해야 한다.

첨언 하면 신 냉전과 러시아의 우크라이나 침공으로 세계경제가 혼란스러운 이유도 이념갈등에 근본 문제가 있었고, 강원도의 전임 도지사와 현 도지사는 이념이 달라 선제적인 갈등심리가 있었다는 평가도 있다.
