When I was young, my father, who had experience as an agent dispatched to North Korea, was good at touching machines such as automobiles and mining equipment, so my father made a living. Perhaps because my father's image was imprinted on me, the reference group in my mind was always an engineer. I studied a lot and did various things in my life, but I think it was the most painful when I studied for the bar exam. It was difficult to realize that all social relationships between studying and passing would be exposed to a vertical environment.

Korean society, which went through the Choson Dynasty, the Japanese invasion, and the military government period, has historically been imprinted very deeply in vertical relations. Perhaps that's why citizens in Korean society are determined to survive only when they succeed. So the citizens were full of a combative idea that I should be better than others in comparison. Due to the characteristics of Korea, which was divided by ideology, the movement to correct vertical relations has been misunderstood as a left-wing maneuver.So the bad situation is going on for a very long time.

 

Japan and China, where classist or nationalist societies lasted for a long time, seem to have peaked early on, but there are times when there are doubts that Korea may be taking the same steps. To put it in a primary way, I think it is the flow of Eastern society that the rest of the citizens, except for those who have succeeded, are achieving a society that is not worth living.

 

The source of the real estate problem should also be seen as a phenomenon in which vertical relationship orientation is expressed. In Korean society, it was natural for citizens to focus on real estate investment, which can earn a lot of income with minimal effort, as those who live on the income earned from working tend to be treated as low-class people. As mentioned in the previous article, the phenomenon that capital is invested in real estate without being invested in the manufacturing industry is certain to destroy both investment and domestic demand, stopping economic growth and reducing national power.

 

Another problem in Korea is the corruption of elites aiming for power advancement. In Korea, the traffic communication environment changes rapidly. However, it is a problem that many middle-aged people have been imprinted on the idea that they should succeed in power because they have lived in a society where they are forced to succeed in power for a long time. When the desire to succeed in power, which has been kept for a long time, is not satisfied by a legitimate method, deviant behavior is performed. The younger generation in Japan cannot overcome this problem and is collapsing with the middle-aged, and Korea must correct it quickly.

어렸을 때 북파공작원 경력이 있던 나의 부친은 자동차나 광산장비 등 기계를 만지는 일에 능해서 오랫동안 생업으로 삼았는데, 부친의 모습이 각인이 된 탓인지 마음에 둔 준거 집단은 항상 기술자였다. 살면서 많은 공부를 하고 여러 가지 일을 해 보았는데, 사법시험 공부할 때가 가장 고통스러웠던 것 같다. 공부 할 때와 합격후의 모든 사회관계가 수직적인 환경에 노출 된다는 것이 힘겨웠다.

 

조선시대와 일본침탈 시기, 군사정부 시기를 겪은 한국 사회는 역사적으로 각인된 수직관계에 대단히 민감했다. 말하자면 누구나 출세해야 생존할 수 있다는 각오가 절박했다. 그래서 비교할 거리를 찾아 무엇이든지 남보다 나아야 한다는 투쟁적인 생각이 충만했다. 더욱 나쁜 것은 이념 때문에 분단된 한국의 특성상, 수직관계를 교정하고자 하는 움직임은 좌파적인 책동으로 오해받는 문제가 있어서 나쁜 상황이 꽤나 오래가고 있다.

 

계급주의 사회나 국가주의 사회가 오래 지속되던 일본이나 중국은 일찌감치 국가나 사회의 발전이 정점을 찍은 것 같은데, 한국도 그 수순을 밟는 것이 아닐까 하는 의구심이 들 때가 있다. 원초적으로 표현하면 출세한 자를 제외한 나머지 시민들은 살맛이 안 나는 사회를 달성해 가는 것이 동양사회의 흐름이 아닌가 하는 생각이 든다.

 

부동산 문제의 근원도 수직관계 지향성이 표현된 현상이라고 봐야 하는데, 근로소득으로 생활하는 이들이 하층민 취급을 받는 사회에서 최소의 노력으로 많은 소득을 얻을 수 있는 부동산 투자에 집중하는 것은 당연했다. 저 번 글에서도 밝혔지만 자본이 제조업에 투자되지 않고 부동산에 투자되는 현상은 투자와 내수(內需 / domestic demand)를 모두 망가뜨려 경제성장을 멈추게 하고 국력을 쇠퇴시킬 것은 확실하다.

 

또 한 가지 문제는 출세지향적인 엘리트들의 부정부패 문제인데, 빠르게 발전하는 교통 통신환경에 비해서 출세를 강요받는 사회가 각인된 중장년들의 생각은 바뀌지 않는 문제가 있다. 오랫동안 간직해 온 출세하고자 하는 욕구가 정당한 방법에 의해서 충족이 되지 않을 때 일탈행위를 하게 된다. 일본의 젊은 세대는 이 문제를 극복하지 못하고 중장년과 함께 무너져 가는데, 한국은 이 문제를 빨리 교정해야 한다.

북한도 마찬가지인데, 젊은 김정은 위원장은 항상 개혁적이고 발전적인 생각을 가져야 한다. 과거 김정은 위원장의 집권초기에 가슴에 훈장을 주렁주렁 달고 젊은 지도자 앞에 사열해 있는 북한군 장성들을 절대 믿지 말라는 글을 쓴 것 같은데, 그들은 이념과 전쟁에 대한 생각으로 가득 차 있을 것이기 때문이었다. 앞으로 한국에서는 절대 그런 괴이한 일이 발생하지 않기를 기원해 본다.

That's probably why Japan and Korea are agonizing over conservative movements.

 

In Western society, where citizenship is established, there are many countries that do economic growth without worrying about economic growth, welfare does not lazy the people, and even grows chaebols (large corporations). If North Korea starts economic growth, competitive and urgent vitality will be helpful in the early stages, but the leader's initiative always needs to be long-term and widely insight into the nature of humans and systems. In the long run, it should advocate a welfare state. In that respect, Singapore, which has achieved both growth and welfare as a long-term single-person country, is considered a great country.

국민의 여유와 복지

로마의 1대 황제인 옥타비아누스는 지혜로웠다. 항상 부하장군들에게 천천히 서두르라고 충고했다. 아마 근면하되 마음의 여유를 가지고 착실하게 일을 처리하라는 충고일 것이다. 그리고 부하장군들에게 어느 재주 한 가지만 가지고 있으면 충분하다고 말했는데, 쓸모없는 경쟁과 과욕을 경계하라는 의미가 담겨 있을 것이다.

 

어느 직교형 가로형태를 구성하고 있는 신도시 지역에서 버스기사를 하면서 조급함과 여유가 격렬하게 충돌하는 내면세계를 경험한 적이 있다. 평생 볼 수 있는 교통사고의 90퍼센트를 그 곳에서 보았고, 혼잣말이라도 평생 해 본 욕설의 90퍼센트를 그 곳에서 했을 것이다. 도로는 반듯하고 건물도 반듯했는데, 넓은 8차선 도로가 롤러코스트 처럼 오르내렸다. 학생들과 관광객이 많은 전원도시에서 오래 살아서 여유로운 정신세계가 충격을 받은 것 같았다. 1년이 지나니 무자비하게 생겨먹은 가로(街路 /an avenue) 형태에 지역 주민들과 내 자신이 동조되어 갔음을 알고 실소했다.

 

초기 경제성장 시기에는 근면함과 경쟁적인 욕망을 끌어내어 경제발전의 원동력으로 삼는 게 필요했다. 그러나 경제와 사회가 발전해가며 고차원적인 삶의 질 문제에 대한 욕구가 발전의 원동력이 되어 간다. 그러나 경제발전이 급속하게 이루어진 시기를 경험해 본 중장년 세대는 시대에 동조된 습관을 버리지 못하는 문제가 있다. 일본과 한국이 보수적인 움직임 때문에 고민하는 것은 그 때문일 것이다.

 

시민의식이 자리 잡은 서구사회에서는 경제성장에 대한 고민을 하지 않고도 경제성장을 하며, 복지가 국민을 게으르게 하지 않고, 재벌까지 성장 시키는 국가가 많다. 스칸다니비아 3국이나 독일, 프랑스, 영국, 베네룩스3국 등이 그런데, 대체로 근로도 소중히 여기고, 인간도 소중히 여기는 시민의식이 성장한 국가들이다.

 

복지의 정수인 기본소득을 주장하는 경제학자 Guy Standing은 이렇게 말하고 있다.

 

기본소득이 정신건강에 미치는 효과에는, 금전적 스트레스가 줄어들면 좀 더 균형 잡히고 부드러운 대인관계를 맺게 된다는 ‘관계효과’가 포함된다. 인디언 보호구역의 카지노 수입에서 정기적으로 지불금을 받는 체로키(Cherokee)부족 가정의 아이들에 대한 연구를 보면, (대체로 돈을 둘러싼 싸움이 줄어들어) 부모는 덜 다투고 아이들은 걱정이나 행동장애를 덜 겪게 되어 학교에서 더 잘 지내고 범죄에 빠지는 일도 적어진다.

 

경제성장기의 보수적인 마음을 버리지 못하는 노령의 유권자가 많은 일본사회에서는 경제활동 인력이 부족함에도 근로자의 기본권이 침해되는 사건이 많이 생기는 이유는 여유와 인간적 관점이 부족한 사회분위기 탓이다. 장기간 보수적인 정치세력이 집권을 하고 있는 탓도 있을 것이다.

 

북한이 경제성장을 시작한다면 초기에는 경쟁적이고 급박한 활력이 도움이 되겠지만 지도자의 구상은 항상 장기적이고 폭넓게 인간과 시스템의 본성을 통찰할 필요가 있다. 장기적으로 복지국가를 표방해야 한다. 그런 면에서 생각해보면 1인 장기집권 국가면서 성장과 복지를 모두 이룬 싱가포르는 훌륭한 국가로 생각된다.
